MONTGOMERY, AL- Today, Mayor Steven L. Reed joined members of the Montgomery and Birmingham legislative delegations at the Alabama State House to call for the swift passage of House Bill 450. This legislation provides a vital, standardized tool for law enforcement in Alabama's largest cities to improve accountability and proactively address gun violence.
HB 450, sponsored by Representative Kenyatta Hassell, requires individuals in possession of a firearm within Class 1 (Birmingham) and Class 3 (Montgomery and Huntsville) municipalities to possess and produce valid identification upon a lawful request by law enforcement.
"Public safety is the foundation of a thriving city," said Mayor Steven L. Reed. "HB 450 is a common-sense measure that supports our officers on the front lines. By requiring basic identification, we are providing law enforcement with a clear, workable standard to ensure that those carrying firearms in our most densely populated areas are accountable. This is about prevention, responsibility, and keeping our families safe."
The bill utilizes existing state standards for valid identification and includes significant due process protections. If an individual does not have an ID present but can be verified by an officer, or if they produce an ID later in court, the charge is dismissed and immediately expunged.
"Our local police departments need every tool available to intercept illegal activity before it leads to tragedy," said Representative Kenyatta Hassell. "HB 450 does not infringe on constitutional rights; it simply applies a uniform standard for identification in our urban centers. It is a collaborative effort between Montgomery and Birmingham to ensure our streets remain safe for residents, businesses, and visitors alike."
