Kosovo and the European Commission held the Annual Instrument for Pre-Accession Assistance Monitoring Committee Meeting

Florim Canolli, National IPA Coordinator, and Jiri Plecity, Head of the European Commission's DG for Enlargement and Eastern Neighbourhood Unit for Serbia, Kosovo, co-chaired today in Pristina the annual meeting of the Instrument for Pre-Accession Assistance (IPA) Monitoring Committee.

The meeting, which gathered representatives from Kosovo and the European Commission, focused on the implementation of EU's financial and technical support to Kosovo under the IPA, and on advancing reforms supporting Kosovo's EU integration path.

Further enhanced by the EU's Growth Plan in 2024, since 2007 IPA assistance is one of the European Union's main instruments for supporting Kosovo's development.

Discussions covered the horizontal challenges and the overall progress in implementing EU's support across sectors, addressing both the political and economic criteria for EU integration. Particular focus was placed on the fundamentals, including the rule of law, public administration reform, structural reforms, private sector development, human capital and inclusive society. The meeting also reviewed EU's investments in Kosovo channelled through the Western Balkans Investment Framework (WBIF) and Cross-Border Cooperation (CBC) programmes.

Both sides underlined the importance of effective implementation, monitoring and follow-up on EU assistance. The European Commission welcomed the Government's commitment to strengthening Kosovo's absorption capacity and improving overall donor coordination.

While acknowledging progress achieved in the implementation of IPA assistance, the European Commission stressed the importance of timely implementation of all agreed projects to ensure that EU support delivers tangible benefits for citizens and businesses. It also highlighted that several challenging projects require prompt action by the relevant authorities to ensure their successful implementation and to advance reforms essential for Kosovo's European path.

Kosovo reaffirmed its commitment to closely monitor the implementation of agreed projects and to continue working towards the effective delivery of reforms supported by the European Union.

Kosovo and the European Commission agreed to continue strengthening their cooperation to maximise the impact of IPA assistance and support the implementation of reforms as efficiently as possible.

With more than EUR 3.7 billion invested in Kosovo since 1999, the EU is Kosovo's strongest and most reliable partner and the largest provider of financial assistance.
