Provide testimony on a proposal to increase needed types of housing

Guided by Portland's Housing Production Strategy, the Housing Bonus Alignment Project proposes zoning code amendments to facilitate the development of more housing units that meet the needs of Portlanders as part of the City's commitment to encouraging the creation of quality, affordable housing.

This project will encourage the development of needed housing types - including affordable housing, accessible housing, and units with more bedrooms - by simplifying and updating zoning incentives associated with producing these types of housing.

In short, this project incentivizes the development of needed types of housing by offering development bonuses, such as additional density and height allowances.

Give feedback on proposals

The latest draft - known as the Proposed Draft - has been released for public testimony. This draft represents staff's recommendation to the Planning Commission, and has been informed by conversations with community organizations, housing developers, and Portlanders with disabilities.

The Planning Commission will consider the Proposed Draft during a hearing on Tuesday, July 28.

There are two ways to submit testimony:

  1. Submit written testimony by the time of hearing
  2. Register to provide oral testimony by Monday, July 27 at 5 p.m.

The Proposed Draft includes the following proposals:

  • Extend bonuses currently limited to certain zones in both multi-dwelling zones and commercial mixed-use zones
  • Increase number of units that can be built and allow multiple bonuses to be used
  • Revise and improve the feasibility of the bonus requirements
  • Adjust code to remove overlapping provisions, add clarity and improve housing outcomes

Next steps

After the hearing, the Planning Commission will consider the Proposed Draft during subsequent work sessions, and will vote on a recommendation to City Council. There will be future opportunities to provide testimony to City Council - the final decision-maker.
