Perris City Council Votes Unanimously to Place Warehouse Business License Tax Measure on November Ballot

PERRIS, Calif. (July 29, 2026) - In a unanimous 4-0 vote, with one vacancy, the Perris City Council has approved placing a warehouse business license tax measure on the upcoming election ballot. The measure is called the Perris Distribution Facilities, Industrial Business and Truck Yards Tax Measure. If approved by local voters, the measure would establish an annual business license tax of $0.10 per square foot on commercial warehouse facilities operating within city limits. The measure would raise about $2.5M a year to support the City's General Fund, providing public safety, fire response and parks and recreation services.

The warehouse business tax is structured to generate local revenue to address the infrastructure and community impacts associated with industrial and logistics facilities, including heavy road wear and tear, traffic management, and elevated demands on emergency services.

"Our city has seen substantial industrial business growth, and it is vital that our local infrastructure keeps pace," said Mayor Michael M. Vargas. "By placing this measure on the ballot, we are giving Perris voters the opportunity to decide how we fund essential community priorities-such as repairing damaged streets, enhancing public safety, and maintaining city parks-without the burden landing solely on our residents."

Measure Overview

  • Tax Rate: $0.10 (ten cents) per square foot annually on warehouse facilities and indexed against the consumer price index
  • Applicability: Applies to non-ecommerce industrial warehouse and distribution businesses operating within Perris city limits that are over 50,000 square feet in size.
  • Local Benefit: 100% of generated funds stay in Perris to support local infrastructure, street maintenance, public safety, and parks.
  • Voter Choice: Requires a majority vote of Perris voters to pass.
