Investigation Update: At 3:00 PM, on Thursday, November 7th, 2024, Officers assigned to the Boston Police Fugitive Unit arrested 37-year-old Evan Velez, of Dorchester, and 30-year-old Emmanuel Arnauld, of New York City, NY, for firearm and drug related offenses.
Officers were conducting an investigation to capture Evan Velez, who was wanted for an outstanding arrest warrant for firearm related offenses. During their investigation, Officers were conducting surveillance near 58 Cedar St., Roxbury, when they observed a pick up truck enter a parking lot near 58 Cedar St., and the driver remained in the vehicle while it was running. Shortly after the truck entered the parking lot, Officers observed Velez walking towards the truck from a nearby pathway. Officers observed Velez enter and sit in the front passenger seat of the truck, which is when Officers converged on the truck to arrest Velez for his outstanding warrant.
Officers approached the front passenger side of the truck and ordered Velez to come out. Once outside of the vehicle, Officers placed Velez in custody.
After an exit order and subsequent arrest, Velez was found to be in possession of an undisclosed amount of U.S. Currency, which appeared to be organized for drug distribution.
Further investigation revealed what was later determined to be 513 grams of cocaine (1/2 Kilo) located under the driver's seat of the truck. The operator of the truck was identified as Emmanuel Arnauld and he was taken into custody.
Evan Velez was arrested and is expected to be arraigned in Roxbury District Court for the charges of Carrying a Firearm Without a License and Conspiracy to Violate Drug Laws.
Emmanuel Arnauld was arrested and is expected to be arraigned in Roxbury District Court for the charges of Possession of Class B Drugs (Cocaine) with Intent to Distribute and Drug Trafficking 200 Grams or more.
The facts and circumstances surrounding the prior incident are as follows: At about 4:34 AM, on Saturday, July 10th, 2024, Officers assigned to District E-13 (Jamaica Plain) responded to a radio call for a person shot at 360-B Centre St., Jamaica Plain. Upon arrival, Officers recovered ballistics and were informed that an adult male victim was found by Boston EMS at the intersection of Centre St. and Columbus Ave. He was transported to a local hospital for non-life-threatening gunshot wounds.
Detectives investigated and during a search of the establishment located at 360-B Centre St., recovered a Glock case, a magazine with six (6) .9mm Luger rounds, an easy loader, and ballistic evidence. After an extensive investigation, an arrest warrant was issued for Evan Velez for Carrying a Firearm Without a License.
