NOTICE IS HEREBY GIVEN that the PLANNING COMMISSION of the City of Pittsburg will conduct a public hearing in the City Council Chamber at City Hall on January 27, 2026, at 7:00 PM concerting the following item(s):

SFBA Carbon Capture & Mineralization Pilot Project, AP-19-1412 (UP)

To allow a 24-month time extension of a use permit to temporarily operate a carbon capture and mineralization pilot facility on a 2.5-acre site located at 895 E. 3rd Street in the IG (General Industrial) District. Assessor's Parcel No. 073-020-019

Environmental Determination: Pursuant to Section 1560(b)(3) of the State CEQA Guidelines, the proposed time extension is covered by the Common Sense exemption for CEQA. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The proposed 36-month time extension of the previously approved project with no changed circumstances or new information is not expected to have significant effect on the environment.

Oakstone Northern California Expansion Project, AP-23-0046 (UP, DR, V)

To allow a 36-month time extension of Use Permit, Design Review and Variance application for the Oakstone Northern California Expansion Project at Linde's existing facility located at 2000 Loveridge Road. The property is located in the Industrial General Plan. Land Use classification and General Industrial Zoning District (IG). Assessor's Parcel No. 073-190-035

Home 2 Suites - Freestanding Sign, AP-25-0122 (SR)

This is a public hearing on a request for approval of Sign Review to allow installation of a 5-foot-6inch tall, two-sided, illuminated Freestanding Sign at the entrance of the property for the Home Suites Hotel located at 2112 Loveridge Road in the CC (Community Commercial) Zoning District. Assessor's Parcel No. 088-240-080.

Environmental Determination: The proposed project is categorically exempt from the provisions of the CEQA Guidelines pursuant to the Provisions of Title 14 of the California Administrative Code, Section 15303(e) (New Construction or Conversion of Small Structures) because it involves the construction of a new, small accessory (appurtenant) structure, i.e. Freestanding Sign.
