Rep. Bera Applauds House Foreign Affairs Committee’s Unanimous Passage of Bipartisan DOMINANCE Act

WASHINGTON, D.C. - Today, the House Foreign Affairs Committee unanimously voted to advance the Developing Overseas Mineral Investments and New Allied Networks for Critical Energies (DOMINANCE) Act, bipartisan legislation introduced by Representatives Ami Bera, M.D. (CA-06) and Young Kim (CA-40) to strengthen U.S. energy security, reduce reliance on the People's Republic of China (PRC) for critical minerals, and build more resilient supply chains with trusted allies and partners.

"Critical minerals power everything from our defense industrial base to the advanced technologies that drive our economy, yet the PRC continues to maintain an alarming chokehold over the global critical mineral supply chain," said Representative Bera. "I'm proud to partner with Congresswoman Young Kim on this effort to align diplomatic and financing tools in cooperation with our allies and partners to build secure and resilient critical mineral supply chains that will support American competitiveness and strengthen our national security for decades to come."

Specifically, the DOMINANCE Act advances U.S. energy and critical minerals leadership by:

  • Formalizing U.S. participation in the Forum on Resource Geostrategic Engagement (FORGE) to coordinate with allied governments and trusted partners on joint ventures, information-sharing, project development, and investment facilitation for critical minerals supply chains.
  • Creating Energy Security Pacts to align diplomatic, development, and financing tools across federal agencies and catalyze private sector investment in strategic energy and mineral projects abroad.
  • Establishing the Bureau of Energy Security and Diplomacy at the State Department to serve as the central hub for U.S. international energy security, critical minerals, infrastructure, and supply chain strategy.
  • Expanding mining and mining engineering fellowship and visiting scholar programs to strengthen workforce development and ensure a pipeline of expertise in critical minerals and energy security.
  • Strengthening Foreign Service Institute training in energy security and critical minerals to better equip U.S. personnel to advance America's economic and national security interests abroad.
  • Codifying a Special Advisor for Critical Minerals and Supply Chains on the National Security Council to ensure continuity and durability of a whole-of-government critical minerals strategy.
