C40 and the city of Phoenix are excited to be working together to support ride-hail and taxi drivers to choose electric in Phoenix, for cleaner air, lower emissions, and more comfortable rides.
We're looking to hear from drivers and stakeholders as C40 develops a dedicated Action Plan for how the city can support drivers to create an electric future in Phoenix.

Alongside C40, the city of Phoenix is drafting an action plan to advance the electrification of ride-hail and taxi services in the city. As high-mileage vehicles, these fleets can have an important role in cleaning up Phoenix's air and helping meet climate goals. They also offer more comfortable rides, which are better for riders and drivers.
This project will build on the city's climate, air quality, and transport goals. The project will look to:
We'll produce an Action Plan specific to Phoenix, but also use the findings of this project to support cities worldwide in their efforts to electrify high-mileage vehicle fleets in their cities.
Since 2022, the City has been working towards its Transportation Electrification Action Plan (TEAP), which identified goals and objectives to support 280,000 EVs in Phoenix by 2030 and 500 EV chargers on city-owned property by 2030. So far, the City has installed 316 EV chargers at parks, libraries, city garages, and parking lots. In January 2025, the City was awarded $15 million through the Charging and Fueling Infrastructure (CFI) grant to install an additional 146 Level 2 and 4 DCFC's at city-owned facilities.
You can read more on Phoenix's website.
As our work develops, we will share on this webpage our findings and the results of the work.
