Texas Natural Resources Code Sec. 81.066 requires the Commission to develop an annual plan to use oil and gas monitoring and enforcement resources strategically to ensure public safety and protect the environment. The statute directs the Railroad Commission of Texas to seek input from stakeholders when developing the annual Oil and Gas Monitoring and Enforcement Strategic Plan.
For the Fiscal Year 2027 (FY27) Plan, the Commission seeks stakeholder feedback to inform the development of action items under two established goals that will address the full scope of oil and gas monitoring and enforcement activities:
Goal 1: Accurately demonstrate the Commission's oil and gas monitoring and enforcement activities
Goal 2: Strategically use the oil and gas monitoring and enforcement resources of the Commission to ensure public safety and protect the environment
The resources available to the Commission are appropriated by the Texas Legislature in the General Appropriations Act (Senate Bill 1, 89th Legislative Session, 2025). The Act is available here: General Appropriations Act for 2026-27 Biennium, with the Commission's appropriation beginning on page 775.
