SBE Council Statement of Support for House Amendment to the 21st Century ROAD to Housing Act

By SBE Council at 19 May, 2026, 8:03 am

The following statement of support for the House amendment to the Senate-passed 21st Century ROAD to Housing Act can be attributed to Small Business & Entrepreneurship Council (SBE Council) President & CEO Karen Kerrigan.

"The House amendment to the 21st Century ROAD to Housing Act applies thoughtful changes that support community banks, preserve responsible housing investment incentives, and keeps this important bipartisan effort moving forward. The bipartisan amendment keeps the focus on where it belongs - increasing housing supply, improving affordability, and supporting economic development and opportunity in communities across America."

"Housing affordability is affecting every corner of the economy, including the ability of small businesses to attract and retain workers, expand operations, and invest in local communities. Employers across the nation continue to report that housing costs are placing enormous financial pressure on workers and families, while also limiting labor mobility and economic opportunity. The House amendment strengthens efforts to increase housing supply, more options for financing, and continued investment in needed housing development."

"The amendment recognizes the critical role of community banks and local financial institutions in supporting housing development and neighborhood revitalization. Preserving provisions that strengthen the capacity of community banks to participate in housing finance and lending is vital to expanding affordable housing opportunities and supporting long-term economic growth."

"The amendment also makes adjustments related to build-to-rent investment provisions. Build-to-rent communities have become an important part of the housing ecosystem mix, particularly for working families seeking attainable housing options in growing communities. Policymakers must remain focused on increasing housing supply and encouraging responsible investment that results in more homes being built."

"SBE Council has consistently supported efforts to reduce barriers to housing development, modernize housing policy, and encourage private-sector investment that expands opportunity and affordability. Congress must stay focused on advancing this bipartisan initiative and deliver meaningful housing solutions that support entrepreneurs, workers, families, and local economic development nationwide."
