The message reads, in part:

Contemporary challenges are enhancing the role of constitutional courts in the countries that are developing within the legal framework based on the inviolable priority of human rights and freedoms. Constitutional courts and comparable institutions largely guarantee the preservation of citizens' constitutional status and a balance of constitutional values, including individual liberty and public interest.
I would like to emphasise that the current forum has convened in the year of the 35th anniversary of the Constitutional Court of the Russian Federation. Throughout these years, the court has greatly contributed to the development of Russia as a democratic state ruled by law, the strengthening of national sovereignty, and the maintenance of peace, accord and stability in society.
I am confident that you will use this platform to exchange experience and best international practices, and your recommendations and proposals will help improve constitutional courts in our countries."
