Ribbon-Cutting Ceremony Opens New City Facility

Des Moines, Iowa- Monday, February 9, 2026 -
Today was a historic day for the City of Des Moines as City Council held its first meeting at its new City Hall facility. A ribbon cutting prior to the meeting announced the official opening of the new City Hall, located within the eastern half of the T.M. Franklin Cownie City Administration Building at 1200 Locust Street . After 114 years at Historic City Hall, 400 Robert D. Ray Drive, the new facility will serve as the primary hub for many city services and provide a more convenient, centralized experience for residents.

Eleven City departments previously housed across four different locations including the Argonne Armory, Historic City Hall, the Richard A. Clark Municipal Service Center and Polk County River Place are now located within the new City Hall:

  • City Clerk
  • Community Impact and Relations
  • Development Services
  • Engineering
  • Finance
  • Housing
  • Human Resources
  • Information Technology
  • Legal
  • Neighborhood Services
The consolidation of these City services is designed to improve access, customer experience and efficiency for Des Moines residents. A new Customer Service Hub located on the second floor, accessible from Locust Street or the Skywalk will function as a one-stop shop where residents can receive service and assistance from multiple departments in one location. Departments that are not located in the building are able to connect directly with staff through a virtual assistant.

Des Moines City Council and many other boards and commission meetings will now take place at the new City Hall. Be sure to confirm the location of upcoming meetings on the Boards and Commissions webpage prior to the next meeting.

At a future date, the Des Moines Police Department will relocate to the western half of the T.M. Franklin Cownie City Administration building.
