Tyler Tomorrow Comprehensive Plan prepares City for next era of growth

"Today is the result of years of thoughtful planning," said Tyler Mayor Don Warren.

Over the past two decades, the City of Tyler has followed the roadmap outlined in the Tyler 1st Comprehensive Plan, adopted in 2007. Since then, the City has expanded parks, improved roads, strengthened neighborhoods, and invested in the infrastructure that supports daily life.

Now, as Tyler continues to grow by nearly 1,000 residents each year, the City is looking ahead with Tyler Tomorrow, a new comprehensive plan that will help shape growth through 2045.

On Wednesday, March 25, the Tyler City Council adopted the Tyler Tomorrow Comprehensive Plan. As part of that process, the Council also approved updates to the Midtown Area Development Plan and the UT Tyler Area Development Plan and adopted the North End Area Development Plan.

"Tyler Tomorrow serves as a guide for we will grow over the next 20 years," said Warren. "It helps us shape decisions about land use, transportation, housing, infrastructure, and so much more. This will support growth through thoughtful planning rather than reacting after the fact."

The plan addresses the biggest questions facing a growing city: where new development should occur, how streets and mobility connections should keep pace, what housing options will be needed, and how infrastructure such as water, sewer, and broadband can support future demand. It also supports the "missing middle," encouraging a broader range of housing types such as townhomes, duplexes, and small-scale multifamily development.

Tyler Tomorrow also includes targeted strategies for key areas of the City through three area development plans, which were also adopted by the Council on Wednesday, March 25. These plans provide guidance that aligns with the larger comprehensive plan while addressing the unique needs and opportunities within each area.

The Midtown Area Development Plan focuses on Midtown's continued role as a healthcare and education hub, with recommendations to improve connectivity, strengthen placemaking, and enhance corridors such as 5th Street and Beckham Avenue.

The UT Tyler Area Development Plan supports the University's continued growth and its transition toward a more residential campus experience, with an emphasis on stronger campus-neighborhood connections and future opportunities for nearby retail and development.

The North End Area Development Plan builds on long-term revitalization efforts by focusing on housing, commercial development, infrastructure, public safety, historic preservation, and the continued strengthening of the Texas College District.
