Napa County CEO Ryan Alsop announced today the appointment of Meg Ragan as Chief Technology Officer (CTO) for Napa County, effective August 30, 2025. Ragan will lead the Information Technology Services Division in the County Executive Office, with nearly two decades of public- and private-sector experience defined by people-centered solutions, crisis-tested leadership, and technology that works for everyone.

"I look forward to the leadership she will bring in empowering our organization to new heights in delivering services to the public."
Most recently, Ragan served as Napa County's Digital Innovation Officer, a role she assumed earlier this year after more than a decade leading the strategy and execution of digital services across the County organization. In that position, she advanced policy development and implemented modern digital solutions that enhanced user engagement, streamlined operations, and strengthened countywide data collection, analysis, and use.
Before joining the public sector, Ragan spent nearly seven years at eWinery Solutions, a leading SaaS provider for the wine industry, where she held progressive leadership roles including Director of Client & Product Services and Senior Project Manager. She managed cross-functional teams and oversaw complex system implementations across the U.S., Canada, and Australia-experience that laid a strong foundation for her later leadership in public-sector technology and emergency response.

Ragan's experience includes playing a pivotal role in seven Emergency Operations Center activations, ensuring continuity of digital services during wildfires, earthquakes, public health emergencies, and power shutoffs. She holds a Master of Public Administration with a concentration in Emergency and Disaster Management and has earned national recognition for her work in digital service design, emergency communications, and community engagement. Ragan is also a certified graduate of the NACo AI Leadership Academy and an active member of the California County Information Services Directors Association (CCISDA) and the GovAI Coalition.
