Georgia DOT Opens Competitive Funding Proposal Applications Portal
ATLANTA - The Georgia Department of Transportation (Georgia DOT) is announcing the opening of a Competitive Funding Proposal (CFP) application process to solicit project applications for federal funding under the Transportation Alternatives (TA) and Congestion Mitigation and Air Quality (CMAQ) Improvement programs.Project applications will be accepted online, September 15 through October 31, 2025. Eligible applicants may submit up to two project applications for funding consideration.
Projects must be located within either a TA or CMAQ eligible area to be considered. Eligible project types in the TA eligible areas are primarily pedestrian and bicycle facilities, pedestrian streetscaping projects and Safe Routes to School projects. Additional project types may qualify in the CMAQ eligible areas, including roundabouts, intersection improvements, traffic signalization, traffic engineering, intelligent transportation systems as well as other projects that contribute to congestion mitigation and/or emissions reduction.

Regional Transportation Authorities (including MPOs) *

Natural Resources or Public Land Agencies

School Districts, Schools

Tribal Governments or any other local or regional governmental entity with responsibility for oversight of transportation or recreational trails
* Per federal guidance, MPOs in CMAQ eligible areas may apply for funding support for projects in their area. MPOs classified as "small, urbanized areas" (population under 200,000) are eligible to apply for TA funding support for projects in their area.
Eligible applications need to be submitted online through the TA and CMAQ competitive funding proposal portal. Applicants will need to submit basic information, including but not limited to project type, project location, anticipated project outcome, status, anticipated project costs, and local funding match commitments. Projects submitted will be evaluated against TA and CMAQ program requirements. The project phases eligible for funding consideration are Preliminary Engineering (PE), Right-of-Way Acquisition, and Construction.

The Georgia DOT Office of Planning will review received applications and evaluate eligible projects. It is anticipated that funding decisions will be announced in the Spring of 2026.
