In cooperation between the Secretariat-General of the Government and the United Nations Development Programme (UNDP), the implementation of a project aimed at establishing a system for coordinating donor support and policy coordination through the Information System for Monitoring and Reporting has been initiated.
The project, titled "Advancing Planning and Reporting through Information System Enhancement," offers a strategic and unique opportunity to strengthen coordination mechanisms among Government institutions through digitalization. This will simplify planning processes and the monitoring of obligation implementation, creating a more transparent, efficient, and faster system. Improving these structures will enable Montenegro to effectively manage both national initiatives and those launched by the EU after accession, ensuring seamless integration into EU frameworks and institutions.
On the occasion of the start of the project implementation, a meeting was held between representatives of the Secretariat-General of the Government - Irena Vućić Popović, Deputy Secretary-General, and Ranko Andrijašević, Acting Head of the Office for Sustainable Development - and representatives of UNDP, including Silke Hollander, Deputy Resident Representative at UNDP Montenegro, Ivan Bošković, Team Leader for Governance and Responsive Institutions, and Maja Marković, Project Analyst for Public Administration Reform.
At the meeting, initial steps for project implementation were agreed, including an analysis of the existing legal framework related to the establishment and improvement of regulations and procedures for a system of donor support coordination and policy coordination. This will result in establishing a legally binding framework governing the work of national institutions.
Additionally, appropriate expert support for the Secretariat-General of the Government was agreed upon, with the aim of strengthening the implementation of project activities, ensuring effective communication with international partners, and enabling efficient integration of the solutions developed during project implementation.
Finally, it was concluded that the project provides a clear perspective for improving public administration in the areas of donor support coordination and policy coordination, and that the project's implementation will also create the conditions for coordinating development assistance that Montenegro will be required to provide as a future EU member state.
