WASHINGTON, D.C. - U.S. Congressman Don Davis (NC-01)joined a bipartisan group of lawmakers to introduce the Roll-Over Prevention and Safety (ROPS) Act,legislation that would help farmers retrofit tractors with rollover protection structures, one of the most effective ways to prevent deadly on-farm accidents.
The legislation would establish a cost-share grant program at the U.S. Department of Agriculture to continue and strengthen the National ROPS Rebate Program. Eligible farmers or schools could receive grants covering up to 70 percent of the cost of purchasing, transporting, and installing approved rollover protection structures, with a $500 out-of-pocket cap for farmers. USDA would also create a dedicated website and phone hotline to assist with the application and installation process.
"Farmers perform some of the most demanding and dangerous work and unquestionably deserve protection. The Roll-Over Prevention and Safety Act allows them to upgrade their tractors, ensuring safety and saving lives," said Congressman Don Davis (NC-01).
The ROPS Act was introduced alongside Representatives Randy Feenstra (IA-04), Josh Riley (NY-19), and Brad Finstad (MN-01), and Senators Cindy Hyde-Smith (MS), Michael Bennet (CO), Jim Justice (WV), and Raphael Warnock (GA).
"Iowa farmers feed and fuel our country and the world, working long hours, making unseen sacrifices, and risking their safety," said Congressman Randy Feenstra (IA-04). "These tragic deaths are preventable with the right safety precautions, and this legislation will help farmers retrofit their tractors to keep themselves and their loved ones safe."

"If a farmer is willing to do dangerous work to feed this country, then the least Washington can do is make sure they get home safe at the end of the day. This is about standing with farmers, backing good local jobs, and keeping family farms in business."

Farming and ranching can be dangerous work, which is made even more perilous because receiving help after an accident in rural areas can take a considerable amount of time. The bill is endorsed by a broad coalition of agricultural and rural stakeholders, including the Association of Equipment Manufacturers, American Farm Bureau Federation, National Farmers Union, American Soybean Association, National Corn Growers Association, National Cotton Council, National Milk Producers Federation, and many others.
Congressman Don Davis serves as a member of the House Agriculture Committee and as Ranking Member on the Commodity Markets, Digital Assets, and Rural Development Subcommittee, which has partial jurisdiction over the U.S. Department of Agriculture, overseeing several rural development programs supporting rural communities, including rural hospitals.
