Town of Hoosick - Hoosick East Solar (5MW) & Hoosick West Solar (5MW) Tier 3 Solar Energy Systems Joint SEQRA Review

Negative Declaration

Rensselaer County - The Town of Hoosick Zoning Board of Appeals, as lead agency, has determined that the proposed Hoosick East Solar (5MW) & Hoosick West Solar (5MW) Tier 3 Solar Energy Systems Joint SEQRA Review will not have a significant adverse environmental impact. The action involves a total of four requested Town special use permits and site plans will enable the proponent to construct, operate, and maintain two (2) separate 5MWac solar energy system and appurtenances, consisting of movable photovoltaic arrays affixed to mounting structures, transformers and inverters, a point of interconnection, and other infrastructure, such as but not limited to underground wiring, security fencing, access gates, new access roads, stormwater management facilities, and landscaping. The Hoosick Solar East project portion of this action encompasses 32.5 acres of disturbance on 287.9 acres of property, with the vast majority of that development accessible from 0 Johnson Hill Road, which parcel is in the Agricultural/ Residential Zoning District, except for an interconnection staging area after the power lines onsite connect with the separate Hoosick Solar West Project. The 5MWac Hoosick Solar West project will cover an additional 32.5 acres of disturbance. A major portion of the Hoosick Solar West Project will be on the portion of the property at 21960 NYS Route 22, which parcel is 42.6 acres, and is in the Industrial Zoning District, with both final points of interconnection with National Grid's electrical power lines at or near Pole #21 on NYS Route 22. The Town of Hoosick Zoning Board of Appeals reviewed both projects and their potential cumulative environmental effects as a single action depicted in a single EAF in order to avoid any potential concerns for SEQRA segmentation. The project is located at 0 Johnson Hill Road and 21960 NY State Route 22 in the Town of Hoosick, New York.
