Vice Foreign Minister Ma Zhaoxu Attends the Security Council's High-level Meeting on Artificial Intelligence and International Peace and Security

On September 24, 2025 local time, Vice Foreign Minister Ma Zhaoxu attended and addressed the high-level meeting of the Security Council on artificial intelligence (AI) and international peace and security at the United Nations Headquarters in New York.

Ma Zhaoxu said that with the rapid development of global intelligence, the international community urgently needs to reach a consensus on the global governance of AI to ensure AI is for good and for all. President Xi Jinping proposed the Global AI Governance Initiative, charting the course for strengthening global AI governance. The Security Council shoulders the primary responsibility of maintaining international peace and security and is duty-bound to assist in global AI governance and manage non-traditional security risks.

Ma Zhaoxu pointed out that it is necessary to establish a people-centered value orientation that stresses the development of AI for the good of humanity. The development of AI should always aim at enhancing the well-being of humanity on the premise of respecting human dignity, rights and interests, and be conducive to the progress of human civilization. Fair, inclusive, open and shared empowerment actions should be accelerated to jointly create an open, inclusive, just and non-discriminatory environment for scientific and technological development, and resolutely oppose unilateralism and protectionism. Countries must strictly adhere to the bottom line of peaceful utilization and security and controllability. Ma Zhaoxu also called on countries to build a governance system featuring collaboration on governance and global solidarity and support the United Nations in serving as the main channel for global AI governance.

Ma Zhaoxu said, President Xi Jinping proposed the Global Governance Initiative, providing fundamental guidelines for global governance in emerging fields, including AI. As a permanent member of the United Nations Security Council, China will continue to work with other countries to actively participate in the global AI governance process and contribute wisdom and strength to building a world of lasting peace and universal security.
