GENTEXT/REMARKS/1. Situation. This is a Deputy Commandant,
Installations and Logistics (DC I&L) message announcing the
decommissioning (sunsetting) of the Contract Writing System (CWS)
SPS and the commissioning of ePS.
2. Mission. As part of continued Procure-to-Pay (P2P) CWS
capability modernization, SPS will be decommissioned for the I&L Head
of Contracting Activity (HCA) to include every component of the
Marine Corps Field Contracting System (MCFCS) effective 13 Oct 2025.
Its successor - ePS - will be commissioned effective 14 Oct 2025.
3. Execution.
3.A. Starting 01 Oct 2025 through 13 Oct 2025 the MCFCS shall
collaborate with their respective comptroller to support a contracts
blackout period in which no contract execution or releases thereof
will be permitted in SPS or ePS. Urgent contract executions that
arise may be approved on a case-by-case basis between the contract
execution office director and its local comptroller office.
3.B. Data migration will be completed in a two-facet manner by the
SPS Program Management Office (PMO) and will be seamless to the
workforce.
3.B.1. All contracting actions executed within the last 15 years will
be migrated for retention and auditing to the ePS PMO managed data
warehouse MarkLogic. Migration thereof will commence in July 2025 and
is projected to be completed by October 2025.
3.B.2. All contracting actions that are open and active will be
migrated 10-30 days prior to go-live to the ePS Core Contracting
Module (CCM) which is in the production environment.
3.B.2.A. All key personnel (managers, supervisors, team leads, and
administrators) shall review and validate migrated open and active
contracting actions to ensure they are accurately exhibiting all
required data fields and values from origin once migrated into the
ePS CCM production environment (reflective of a conformed copy).
3.C. All ePS Government Administrators (GAMs) shall commence
establishing their respective contracting offices cabinet structures
and warrant templates 30-60 days prior to ePS CCM user registrations
kickoff (REF. 3.C.1).
3.C.1. All ePS GAMs shall commence establishing and approving user
roles and permissions in ePS CCM 30 days prior to go-live. More
detailed guidance was disseminated via all-hands electronic mail
(email) early September.
4. Administration and logistics. ePS is currently planned for
go-live on 14 Oct 2025. All existing P2P Handshakes (1, 2, & 3) and
required interfaces have been established to promulgate continuity of
operations upon go-live. Activities will ensure that their personnel
have access to, and are familiar with, the procedures contained in
reference E. Additionally, key personnel shall ensure all MCFCS staff
have signed up for ePS new user training per established training
schedule(s) contained in reference D.

ePS should be directed to the I&L Contracts Division (LB) for
additional guidance.
