        GENTEXT/REMARKS/1.  This MARADMIN announces the convening of the
        Fiscal Year (FY) 2026 and 2027 Total Force Integrator (TFI) Free
        Military Occupational Specialty (FMOS) Selection Board on 2 December
        2025. Active Reserve (AR) Marines who desire to serve in large-scale
        force integration roles are encouraged to apply to the TFI billets
        listed within this message.
        2.  Overview. 
        2.a.  TFI Marines will enable Total Force preparedness for
        large-scale partial or full mobilization. These critical personnel
        will execute the detailed planning for the Total Force Marine Corps
        to organize, train, and deploy in support of combatant commands.
        Additionally, TFI Marines will integrate the Total Force in support 
        of Global Force Management requirements, as well as those related to
        training, exercises, and operations.
        2.b.  For AR leaders, TFI billets will be vital to the implementation
        of the Marine Corps' Total Force concept and the alignment of Reserve
        capabilities with Active Component operations. Those who serve in
        these critical roles will enhance readiness and drive operational
        cohesion throughout the Service. Success will therefore require
        strong leadership, strategic insight, and knowledge of both the
        Reserve and Active components. Leaders who excel in these integration
        billets will gain valuable experience as they support enterprise-wide
        mission success. Therefore, precepts for competitive AR officer
        boards indicate that documented success in Reserve integration
        billets will hold significant weight, thereby reflecting their
        strategic value and leadership demands. The Marine Corps affirms
        these billets as key developmental assignments which prepare officers
        for critical leadership positions in an increasingly integrated
        Total Force.
        2.c.  Reserve Affairs Manpower Management seeks AR applicants for the
        billets listed within this message. All officers (Maj select - LtCol)
        and enlisted (GySgt select - MSgt) are eligible to apply. Alternates
        will be selected, per grade, to mitigate primary selections who do
        not complete the required training or fail to obtain the necessary
        billet clearance level. Alternates may have the opportunity to
        complete the mandatory training courses and serve within a TFI
        billet, if required. Primary selectees must complete all training
        requirements prior to arrival at their selected TFI billet. Primary
        and alternate selectees will incur a 24-month utilization tour upon
        entering a TFI billet. Exceptions to the utilization tour duration
        will be considered on a case by case basis (e.g., Selection to a
        Command billet).   
        3.  Ineligibility Criteria.
        3.a.  Marines who are not currently serving in the AR Program. 
        3.b.  Marines with an approved retirement, resignation, or who are
        pending conditional release.
        3.c.  Marines who have been passed for promotion more than once in
        their current grade and component.
        3.d.  Marines who have not met their 24-month time on station
        requirement by 1 May 2026. 
        3.e.  Marine officers with a mandatory removal date prior to 1 June
        2029.
        3.f.  Marine officers below the rank of Maj. Officers selected for
        Maj may apply. Officers must have completed or be currently enrolled
        in Joint PME Level I. Additionally, Officers must have completed both
        the Basic Total Force Integration Staff Training (TFIST) course and
        the Advanced TFIST course. 
        3.g.  SNCOs below the rank of GySgt. Marines selected for GySgt may
        apply. Enlisted Marines must have completed required resident PME for
        their current grade, and must be registered in (or have previously
        completed) the Enlisted TFIST course. 
        3.h.  Exceptions to ineligibility criteria will be considered on a
        case by case basis. Any exceptions to policy (ETPs) must be endorsed
        by the first O-6 in the applicant's chain of command and routed to
        Reserve Affairs Manpower Management, Reserve Affairs, DC M&RA for
        decision.
        4.  Certification and Training.  
        4.a.  TFI FMOS certification requires a Marine to be a primary 
        selectee by the TFI selection board and to successfully complete all 
        required training courses. Any AR Marine who has completed all
        required training courses must submit an application to the TFI
        selection board and be board-selected to receive the TFI FMOS.
        Alternate selectees will obtain the TFI FMOS upon request to fill a
        primary vacancy and successful completion of all required training
        courses.

        7.  Application Process.
        7.a.  The deadline for applications and update material submissions
        is 24 November 2025. The web-based online application at 
        https://www2.manpower.usmc.mil/application_cac/ is the recommended
        method to apply. Applicants who encounter Manpower and Reserve
        Affairs (M&RA) portal submittal complications can email their
        application to [email protected] and the POCs listed in this message.  
        7.b.  Applicants with an M&RA portal account will proceed to the
        login process. Upon login, the system will validate basic individual
        eligibility for application. Applicants should read the instructions
        in their entirety before completing the application. The web-based
        application allows the attachment of documents.
        7.c.  Applicants who do not have an M&RA portal account will receive
        a "404" access error. Within the error message are instructions on
        how to register for an M&RA portal account, which is available to all
        applicants. Any applicant who cannot access the online application
        should contact the POCs listed in this MARADMIN.  
        7.d.  All application packages must contain PMOS monitor
        acknowledgement. An email is sufficient for this requirement. 
        7.e.  The application will consist of a Marine's Letter to the
        President of the TFI FMOS Selection Board. Marines who have
        previously completed any TFI required training courses should provide
        course certificates as enclosures to their application. A Reserve
        Qualification Summary and Letters of Recommendation will not be
        considered by this board. Incomplete applications will not be
        considered for board selection.
        7.f.  Letter to the Board. Applicants must submit a signed letter to
        the President of the TFI FMOS Selection Board (template located
        within the online application) outlining their interest in pursuing
        the TFI FMOS and billet assignment. The "From" line will consist of
        rank, first name, last name, EDIPI/MOS, and Marine Corps component
        (USMCR). The "To" line will consist of "President, FY26/27 Total
        Force Integrator FMOS Selection Board". The "Subject" will consist of
        "LETTER TO BOARD PRESIDENT OF THE FY26/27 TOTAL FORCE INTEGRATOR
        SELECTION BOARD". 
        7.g.  Applicants must ensure that all documents are in a single,
        portable document format (PDF) titled "EDIPI_TFI_LastName".
        7.h.  Once submitted, applicants will receive a confirmation email
        that their application has been received. Hard-copy applications will
        not be accepted. All material submitted to the board will be
        destroyed upon board completion.
        7.i.  Photographs. Per reference (c), official photographs are no
        longer permitted in board/panel packages. No submitted documents
        should have a photo attached (i.e. personal biographies, resumes,
        etc).
        7.j.  Fitness Reports. Fitness reports are due to CMC (MMPB-23) by
        the timelines noted in reference (c). Reports mailed directly to the
        President of the Board will not be added to a Marine's OMPF. For
        fitness reports to become part of the OMPF, they must be submitted to
        CMC (MMPB-23). The automated performance evaluation system (A-PES) is
        the primary means of submitting fitness reports. Commanders are
        ultimately responsible for the timely submission of fitness reports
        to CMC (MMPB-23) and ensuring that all fitness report timelines are
        adhered to per reference (c). Incomplete fitness reports will not be
        accepted.  
        7.k.  OMPF Material. Any documents that a Marine believes should be
        part of their OMPF, other than fitness reports, must be populated
        within their OMPF before the board convenes. The preferred and
        fastest way to update one's OMPF is through the OMPF Records
        Management Application (ORMA). This application empowers individual
        Marines to take control of their OMPF. To access ORMA, go to the M&RA
        website at www.manpower.marines.mil, under the "Divisions" drop down
        menu select "Manpower Management", then select "Performance Branch",
        then select "Records and Performance". Scroll to the bottom of the
        page and select "Records Management" then select "OMPF Records
        Management Application". Follow all instructions to register, audit,
        and update an OMPF within ORMA.  
        7.l.  Applicants will have the opportunity to rank the TFI billets
        for which they are eligible within the M&RA portal. Applicants must
        rank all billets for which they are eligible from most desired to
        least desired. Applicants will have the opportunity to provide
        remarks/context for each of their prioritized choices within the
        portal, which they are highly encouraged to utilize. 
        7.m. Application Timeline (read in two columns).

        8.  Administration.
        8.a.  Notification of Selection. The board will identify a primary
        selectee for each billet. The board will also identify sufficient
        alternates to meet billet requirements if primary selectees decline
        or otherwise cannot accept. Selection to serve within a TFI FMOS
        billet is considered a privilege and is highly advantageous to
        Marines' career progression within the AR Program. Once board results
        are approved, primary and alternate selectees for the TFI FMOS will
        be announced via the "Results of the FY26/27 TFI FMOS Selection
        Board" MARADMIN. Applicants selected as primaries or alternates will
        receive correspondence from Reserve Affairs with specific information
        regarding billet slating, mandatory training courses, and security
        clearance requirements. This correspondence will include a selection
        letter from the Director, Reserve Affairs Division.
        8.b.  Any primary or alternate selectee who declines the opportunity
        to obtain the TFI FMOS/billet must submit their declination in
        writing via the first General Officer in their chain of command.
        Detailed declination instructions will be provided in the "Results of
        the FY26/27 TFI FMOS Selection Board" MARADMIN.  
        8.c.  Conditional Release. Any TFI FMOS selectee who requests
        conditional release from the AR to another component, or branch of
        service, will not receive approval for a release date prior to the
        completion of their 24-month utilization tour.
        9.  This MARADMIN is only applicable to the AR program.
