ARMY

TCOM LP, Columbia, Maryland, was awarded a $446,736,050 cost-no-fee, cost-plus-fixed-fee, firm-fixed-price, indefinite-delivery/indefinite-quantity contract for production, fielding, sustainment and lifecycle support of the Persistent Surveillance Systems-Tethered (PSS-T) family of systems. Ten bids were solicited with two received. Work locations and funding will be determined with each order, with an estimated completion date of July 20, 2031. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W56KGY-26-F-A002).

AM General LLC, South Bend, Indiana, was awarded a $98,682,341 firm-fixed-price, indefinite-delivery/indefinite-quantity modification to contract W912CH-26-F-0389, for various models of HMMWVs. The modification brings the total cumulative face value of the contract to $3,213,383,408. One bid was solicited with one received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 28, 2027. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity.

The Dutra Group, San Rafael, California, was awarded a $15,562,850 firm-fixed-price contract for maintenance dredging. The total cumulative face value of the contract is $21,582,270. Bids were solicited via the internet with four received. Work will be performed in Hillsborough County, Florida, with an estimated completion date of Dec. 1, 2026. Fiscal 2026 civil operation and maintenance funds in the amount of $15,562,850 were obligated at the time of the award. U.S. Army Corps of Engineers, Jacksonville, Florida, is the contracting activity (W912EP-26-C-A017).

Muddy Water Dredging LP,* Orange, Texas, was awarded a $10,216,720 firm-fixed-price contract for Gulf Intracoastal Waterway dredging with beneficial use of sediment pipeline placement. Bids were solicited via the internet with five received. Work will be performed in Port Lavaca, Texas, with an estimated completion date of Dec. 18, 2026. Fiscal 2010 operation and maintenance, Army funds in the amount of $10,216,720 were obligated at the time of the award. U.S. Army Corps of Engineers, Galveston, Texas, is the contracting activity (W912HY-26-C-A024).

AIR FORCE

Rocket Lab USA Inc., Long Beach, California, has been awarded a $266,000,000 firm-fixed-price completion contract for suborbital launch. This contract provides for the launch of 12 suborbital launch vehicles, with six optional launches. Work will be performed at Pacific Spaceport Complex, Alaska, and is expected to be completed by Dec.31, 2028. This contract was a competitive acquisition, and three offers were received. Fiscal 2025 research, development, test and evaluation funds in the amount of $112,000,000 are being obligated at the time or award. The Space Systems Command, Kirtland Air Force Base, Albuquerque, New Mexico, is the contracting activity (FA8818-26-C-B003).

The Boeing Co., Long Beach, California, has been awarded a $42,932,563 firm-fixed-price contract for C-17 Large Aircraft Infrared Countermeasures. This contract provides for performance of all effort required to upgrade configurations into United Arab Emirates C-17 aircraft. Work will be performed in San Antonio, Texas, and is expected to be completed by August 2030. This contract involves Foreign Military Sales for the United Arab Emirates. This contract was a sole source acquisition. Foreign Military Sales in the amount of $42,932,563 are being obligated at time of award. Triad Healthcare Solutions LLC, Lafayette, Louisiana, has been awarded a maximum ceiling $9,000,000 indefinite-delivery/indefinite-quantity contract for aerospace healthcare professionals. This contract provides subject matter experts to the Aerospace Medical Standards program to support Air Force Accessions Center, Accession Medical Waiver Directorate's medical evaluation review board. Work will be performed at Joint Base San Antonio-Randolph, Texas, and is expected to be completed by March 24, 2030. This contract was a competitive acquisition, and 17 offers were received. Fiscal 2026 operations and maintenance funds in the amount of $954,868 are being obligated at time of award. DEFENSE LOGISTICS AGENCY

Ole Tyme Produce,* Saint Charles, Missouri, has been awarded a maximum $88,138,800 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for fresh fruits and vegetables. This was a competitive acquisition with four responses received. This is a four-year six-month contract with no option periods. Locations of performance are Kansas and Missouri, with a Jan. 11, 2031, ordering period end date. Using customers are Army, Navy, Air Force, Marine Corps, and Department of Agriculture. Type of appropriation is fiscal 2026 through 2031 defense working capital funds. The contracting activity is Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-26-D-P447).

NAVY

Raytheon Co., Tucson, Arizona, is being awarded $49,720,000 for a not-to-exceed, firm-fixed-price delivery order (N00104-26-F-CL0K) under a previously awarded basic ordering agreement (N000104-24-G-CL01) for the repair of 29-part numbers with various quantities for the Close-In Weapon System. The delivery order does not include an option period. All work will be performed in Louisville, Kentucky, and work is expected to be completed by August 2032. Fiscal 2026 working capital (Navy) in the amount $24,362,800 will be obligated at time of award as an undefinitized contract action and the funds do not expire at the end of the current fiscal year. Subsequent task orders will be funded with appropriate fiscal year working capital funds (Navy). One company was solicited for this sole-source requirement pursuant to the authority set forth in 10 U.S. Code 3204(a)(1), with one offer received. Naval Supply Systems Command, Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

Hyliion Inc.,* Cedar Park, Texas, is awarded a cost-plus-fixed-fee contract for the high efficiency/low maintenance ultra reliable megawatt scale power generation units effort. The total cumulative value of this contract, including a 36-month base period with no options, is $41,699,946. This contract provides services required to meet the program's primary objective to design, develop, build, test and deliver a 2-megawatt (MW) and a 3-MW scale power generation unit (PGU). These PGUs will be delivered to the Office of Naval Research (ONR) at their identified locations. Additionally, Hyliion will be performing a series of tasks to progress the core technology design and manufacture alternative core components for enhanced capabilities; de-risk magnet availability; and enhance additive manufacturing. Work will be performed in Cedar Park, Texas, and is expected to be completed in July 2029. Fiscal 2025 and 2026 research, development, test and evaluation (Navy) funds in the amount of $16,354,974; and $25,344,972, respectively, are obligated at the time of award. Funds in the amount of $16,354,974 will expire at the end of the current fiscal year. This contract was competitively procured under long range broad agency announcement (BAA) (N0001425SB001) entitled "Long Range Broad Agency Announcement (BAA) for Navy and Marine Corps Science and Technology." Since proposals will be received throughout the year under the Long-Range BAA, the number of proposals received in response to the solicitation is unknown. ONL, Arlington, Virginia, is the contracting activity (N0001426C1309).

Martin-Baker America Inc., Johnstown, Pennsylvania, is awarded a $23,012,423 modification (P00003) to a firm-fixed-price contract (N0001925C0096). This modification adds scope to procure 24 mission seats for P-8A Lot 13 production aircraft, to include seven shipsets for the Navy, three shipsets plus spares for the government of Germany, and 14 shipsets plus spares for the government of Canada. Work will be performed in Johnston, Pennsylvania and is expected to be completed in September 2028. Fiscal 2024 aircraft procurement (Navy) funds in the amount of $5,675,441; and Foreign Military Sales customer funds in the amount of $17,336,982, will be obligated at the time of award. This contract was not competed. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Laurel Technologies Partnership, Johnstown, Pennsylvania, is awarded a $21,410,959 firm-fixed-price modification to a previously awarded contract (N6339422C0003) for the manufacture, assembly, testing, and delivery of MK 41 Vertical Launching System launch control unit and associated maintenance assistance modules, onboard repair parts, and installation and checkout component kits. This contract combines purchases for the U.S. government (96%); and the government of Australia (4%), under the Foreign Military Sales (FMS) Program. Work will be performed in Johnstown, Pennsylvania and is expected to be completed by July 2027. Fiscal 2026 Presidential Drawdown Authority funds in the amount of $15,550,629 (73%); fiscal 2026 other procurement (Navy) funds in the amount of $2,084,287 (10%); fiscal 2026 shipbuilding and conversion (Navy) funds in the amount of $1,971,531 (9%); fiscal 2026 research, development, test and evaluation (Navy) funds in the amount of $902,256 (4%); and FMS (Australia) funds in the amount of $902,256 (4%), will be obligated at the time of award and will not expire at the end of the current fiscal year.
