A meeting of the working group on legal regulation of socio-cultural adaptation and integration of migrants, refugees and internally displaced persons residing in the Russian Federation was held in Moscow under the Committee of the State Duma of the Federal Assembly of the Russian Federation on Issues of Nationalities.
Participants discussed the draft Federal Law on Self-Regulatory Organizations, which regulates the process of self-regulation among participants involved in organized labour migration. In this context, self-regulatory mechanisms represent an additional tool of internal control and responsibility for industry stakeholders regarding both processes and outcomes of their activities.
"Sustaining efforts to create conditions for organized and secure labour migration across the Commonwealth is one of the key priorities of the Interparliamentary Assembly of the CIS in the field of migration processes," stated Secretary of the IPA CIS Permanent Commission on Social Policy and Human Rights Evgenia Vladimirova.
She added that a number of model legislative acts and recommendations of the Assembly are devoted to forms and mechanisms for developing organized labour migration, including recruitment, verification, training, and employment of migrant workers.
Relevant stakeholders in these processes - specialized recruitment agencies and private employment agencies - are widely represented across CIS countries. The Assembly's representative emphasized that the issues under discussion, including standardization of such agencies' activities, combating informal and shadow intermediaries, and protecting the rights and legitimate interests of migrant workers, constitute a shared priority.
Evgenia Vladimirova also informed participants about events dedicated to migration processes. These include the 10th St. Petersburg International Labour Forum, the International Conference "Common Migration Space CIS Member Nations: Current Challenges Prospects Development," and the round table "IPA CIS Model Legislative Acts and Recommendations on Role of Non-State Sector in Processes of Organized Labour Migration: Objectives, Current Practice, Prospects."
The meeting also addressed amendments to certain legislative acts of the Russian Federation aimed at preventing the emergence of territories with increased migration pressure, as well as amendments to the Federal Law on National-Cultural Autonomy.
