The Goodyear City Council has unanimously approved a new ordinance regulating the use of e-bikes, motorized bicycles, electric stand-up scooters and electric miniature scooters within the city.
The new e-bike and e-scooter ordinance establishes regulations for electric bicycles (all classes), motorized bicycles, electric stand-up scooters and electric miniature scooters, aligning Goodyear's rules with Arizona Revised Statutes. It sets age requirements for different device types, outlines where and how to ride, prohibits unsafe behaviors such as riding against traffic or carrying passengers, and requires helmets for riders under 16. The ordinance also establishes civil fines for repeat violations and includes strict penalties for riding under the influence.
"Keeping our community safe is always our top priority," said Goodyear Mayor Joe Pizzillo. "As e-bikes and e-scooters become more common, it's important that we set clear expectations to protect both riders and those who share our roads and sidewalks. This ordinance gives us the tools to help prevent injuries, reduce collisions and ensure Goodyear remains a safe and welcoming place for everyone."
In addition to establishing clear safety standards, the ordinance is designed to help riders better understand their responsibilities while using these rapidly growing modes of transportation.

The ordinance begins immediately with a six-month education period. During this time, the focus is on helping residents understand the new rules before enforcement starts on November 1.
