Salem City Council Meets May 11, 6 p.m.

City Council

City Council will consider several policy, housing, and financial matters, including progress reports on the improvement of the permitting process and the first annual report on the Housing Production Strategy, the approval of the Livability Bond premium for electrical upgrades to the Civic Center, and the adoption of the 2026-2031 Strategic Plan.

The Council will also receive reports on the Social Service Pilot Program, the FY 2026 Quarter 3 financial report, and the FY 2025 Final Year End report. The consent calendar includes approval of the April 27, 2026 meeting minutes and adoption of a resolution to authorize the City Manager to apply for a grant for Northgate Park improvements. City Council will present several proclamations for Public Works Week, Year of the Neighborhood Associations and the 50th anniversary of four Neighborhood Associations, Police Week and Memorial Day.

Salem Housing Authority

The SHA agenda is brief and administrative. The SHA Board will consider approval of the April 27 meeting minutes and authorization to enter into a grant agreement with the State of Oregon to reimburse operational costs for the Redwood Crossings property.

Urban Renewal Agency

The URA Board will consider approval of the April 13, 2026 meeting minutes, and two grant exceptions to the Riverfront Downtown URA and West Salem URA for building improvements and construction. The Board will also receive several information reports covering administrative purchases for March 2026, URA's FY 2026 Quarter 3 Financial Report, and URA's FY 2025 Final Year End Financial Report.
