Mayor Walsh Celebrates $271 Million Investment from NYS for Housing

The Former Syracuse Developmental Center (SDC) and Phases I and II of the East Adams Neighborhood Transformation will result in over 518 new residential units

Syracuse Mayor Ben Walsh celebrated the announcement made this week by Governor Kathy Hochul of a $271 Million investment made by New York State Homes and Community Renewal (HCR) to support two priority housing developments within the City of Syracuse. Combined, these projects will result in the construction of more than 518 new affordable and market rate residential units within the Tipperary Hill and East Adams Neighborhoods.

"The redevelopment of the former Syracuse Developmental Center and the East Adams Neighborhood Transformation have been top housing priorities throughout my time as Mayor. With financing now secured, these catalytic investments can break ground and result in new much-needed housing for hundreds of individuals and families" Mayor Walsh said. "I would like to thank Governor Hochul, HCR Commissioner Ruth Ann Visnauskas, Empire State Development Commissioner Hope Knight, Onondaga County, the Syracuse Common Council, Syracuse Housing Authority, the City of Syracuse Industrial Development Agency, and our development partners in the Albanese Organization, Inc. and McCormack Baron Salazar (MBS) for their partnership in advancing these projects and making their construction a reality."

The projects are part of nearly $2 billion in housing bonds and subsidies that were awarded to 24 housing developments located in communities across New York State that will create or preserve more than 6,600 affordable, supportive, sustainable, and market rate residential units. The financing is allocated through New York State Homes and Community Renewal's recent bond issuances which provided $865 million in housing bonds and $990 million in subsidy.

The projects include:

  • $99 million for Jensen Avenue Apartments in Syracuse - Jensen Avenue Apartments is the first phase of a larger three-phase development that includes affordable and market-rate rental units, as well as homeowner-occupied townhomes. The first phase includes 261 apartments of affordable housing available to households earning up to 80 percent of the Area Median Income. The development will be built on the site of the former state-owned psychiatric hospital known as the Syracuse Developmental Center (SDC). In addition to the funding secured through HCR, the site redevelopment also benefitted from a $29 Million investment secured by the City from Empire State Development (ESD) to facilitate the demolition of the former SDC facility and to install new utility and roadway infrastructure to support the new project.
  • $172 million for East Adams Phase 1 and Phase 2 in Syracuse - The first and second phases of a multi-phase redevelopment that will transform the East Adams neighborhood of Syracuse. The 257 apartments in these two phases will be affordable to households earning up to 60 percent of the Area Median Income.
