The City's Hearings Office conducts impartial administrative hearings and renders decisions in land use hearings, code hearings, appeals of City decisions, towing hearings, and other administrative matters. Every case that comes before the City's Hearings Officers is handled objectively and decided according to the facts and the law. Any party that disagrees with the Hearings Officer's decision may appeal to Portland City Council or Multnomah County Circuit Court, depending on the type of case.

Hearings operates by administrative rules set in Portland City Code.
