SIIA Releases Federal AI Legislative Roadmap

As states continue to enact laws governing the development and use of artificial intelligence (AI), the threat of regulatory divergence and barriers to innovation is all too real. This has created an urgency for Congress to take action.

Congress has a unique opportunity to build trust in American AI technologies, provide consistency to drive innovation while mitigating security and safety risks, and foster a pro-innovation environment to harness the potential of AI to serve the needs of Americans. The consensus that emerged out of the efforts of the Bipartisan Senate AI Working Group and the House Bipartisan AI Task Force, along with the direction provided in the White House AI Action Plan and a range of bipartisan legislation, provide a foundation for Congress to take the next step and enact a national, principles-based approach to AI.

This Roadmap provides guidance to Congress in four areas: foundation model oversight; regulation of AI deployment; domestic and international regulatory harmonization; and building a pro-innovation infrastructure. It proposes a series of actions Congress can take separately or in combination-for example, a bill establishing a framework for foundation model oversight coupled with parameters for federal and state lawmaking on AI-and, where possible, endorses existing legislation.
