Follow these requirements to submit a permit application under fees in effect before July 10, 2026

Portland Permitting & Development is proposing changes to various fees. If approved by the Portland City Council (and by the Multnomah County Board of Commissioners for projects in portions of unincorporated Multnomah County), the new fees will take effect 30 days after their adoption. For properties located within the City of Portland, it is anticipated that these new fees, if approved, will take effect on Friday, July 10.

To submit a permit application under the fees in effect through July 9, 2026, please follow each of these requirements:

1. Submit a permit application via Development Hub PDX by 11:59 p.m. on Thursday, July 9, and
2. The permit application must meet submittal requirements, and
3. You must respond to requests for more information you may receive from Permitting Services, Planning and Zoning, or Life Safety review groups. Delayed responses might mean missing the deadline, and
4. You must pay intake fees in full before 5 p.m. on Tuesday, Aug. 11.

If you cannot apply using Development Hub PDX, please schedule an appointment to bring your permit application in person to the Development Services Center at 1900 SW Fourth Ave. To submit a permit application under the current fees, you must drop off your completed application package no later than 4 p.m. on Thursday, July 9. Please call 503-823-7300 to schedule a time to bring your permit application and follow each of the requirements below:

1. The permit application must meet submittal requirements, and
2. You must respond to requests for more information you may receive from Permitting Services, Planning and Zoning, or Life Safety review groups. Delayed responses might mean missing the deadline, and
3. If paying intake fees at the Development Services Center, intake fees must be paid in full before 4 p.m. on Tuesday, Aug. 11.

Applications submitted and completed by these dates are subject to fees in effect through July 9, 2026.
