Nunn Rural Housing Bill Passes House, Heads to President’s Desk in Landmark Housing Package

WASHINGTON, D.C. - The U.S. House of Representatives today passed the final, bipartisan 21st Century ROAD to Housing Act , landmark housing reform legislation that includes Representative Zach Nunn's (IA-03) Rural Housing Service Reform Act , a measure to modernize outdated USDA housing programs and expand access to affordable housing in rural communities.

"I've heard from too many Iowa families that their dream of owning a home is slipping out of reach," said Rep. Nunn . "I fought to make sure rural housing reform was front and center in this package, because rural communities deserve the same opportunity to grow and thrive as anywhere else in the country. My bill and this package cut the red tape that holds back new construction, modernize the broken USDA programs rural families depend on, and put new limits on the big investors buying up the homes that should belong to Iowa families. Now it heads to the President's desk to help put the American dream of homeownership back within reach."

Rep. Nunn introduced the Rural Housing Service Reform Act alongside Rep. Emanuel Cleaver (MO-05) to strengthen and modernize USDA Rural Housing Service programs. The bill establishes a permanent program to preserve USDA-financed affordable rental housing, improves USDA technology and staffing capacity to reduce processing delays, expands home repair grants for rural homeowners, and increases transparency and accountability through annual reporting requirements and independent GAO reviews to safeguard taxpayer dollars.

The Rural Housing Service Reform Act was incorporated into the bipartisan 21st Century ROAD to Housing Act , one of the most significant housing reform packages considered by Congress in recent years. This legislation advances policies aimed at increasing the housing supply, reducing barriers to development, preserving affordable housing, and expanding homeownership opportunities in communities across the country.

Having passed both chambers of Congress, the 21st Century ROAD to Housing Act now heads to the President's desk for signature to be enacted into law.
