Comments will be time-limited. Public comments can be submitted in advance via email and will be summarized publicly at the meeting by Linn County staff.
All rezoning applications must undergo a review by the Technical Review Committee (TRC), the Planning & Zoning Commission (PZC), and three readings by the Board of Supervisors. The review process is designed to review all applications thoroughly against the development standards outlined in Linn County's zoning code ordinance related to nuclear energy, as well as the elements, goals, and strategies in the Linn County Comprehensive Plan. The TRC meeting was held December 4, 2025, and the PZC meeting was held December 15, 2025. The Board of Supervisors held a public hearing and first consideration on the rezoning application on January 5, 2026. The application documents submitted by the Duane Arnold Energy Center are available on Linn County's website at LinnCountyIowa.gov/NuclearEnergy.
The Board of Supervisors has the final decision on rezoning applications in unincorporated Linn County. The Duane Arnold Energy Center application will also need approval from multiple state and federal regulatory authorities, including the Nuclear Regulatory Commission, before a restart can occur.
