Recap of Council meetings on 3/3

The Broken Arrow City Council, Municipal Authority, and Economic Development Authority reviewed over 50 agenda items during their meetings.

The Council held a Special Meeting to consider Ordinance No. 3905, which would amend Chapter 7, Article XVII (Short-Term Rental). The proposed amendment would give the Police Department and Code Enforcement objective enforcement triggers based on verified police observation and set limits to address late-night outdoor gatherings and overflow. Council directed staff to provide an updated ordinance for the governing body to preview at a later meeting.

During the regular meeting, the Council approved two inter-local agreements with Tulsa County for improvements at the intersections of Florence Street (111th St.) and Garnett Road, and Tucson Street (121st St.) and Garnett Road. The City of Broken Arrow, Tulsa County, and the City of Bixby share ownership and maintenance of these intersections. Under this agreement, Tulsa County will complete the improvements, and the cities will reimburse the county for their respective shares of the costs.

The Council approved two Parks Department projects. The playground at Country Aire Park, 100 N. Fir Ave., will receive a new turf playing surface. This $54,111.50 project will be funded by the Sales Tax Capital Improvement Fund.

And a new shelter will be installed at Wedgewood Park, 1504 W. Knoxville St. This $41,439.80 project will also be funded by the Sales Tax Capital Improvement Fund.

The Oklahoma Municipal League recognized 14 City of Broken Arrow employees for 25 years of service in municipal government. The City thanks the following individuals for their dedication to public service: Solid Waste and Recycling Helper Christopher Anderson, Police Officer Mark Back, Solid Waste and Recycling Satellite RC Driver John Keith, 911 Communications Supervisor Cindy Lane, Firefighter Specialist Ron Middleswart, Police Sergeant Scott Oelke, Utilities Service Order Technician Michael Shumar, Solid Waste and Recycling Director Jerry Schuber, Police Officer Brett Burton, Fire Captain Travis England, Administrative Secretary Police Operations Carey Harper, Firefighter/Paramedic Christopher Johnson, Solid Waste and Recycling Driver Jeffrey Tsotsoros, and Police Officer Karen Weikel.

City Manager Michael Spurgeon provided an update on the 2026 Build Our Future BA General Obligation Bond process. The first of four Public Education Bond Meetings took place on March 2 at Union Public Schools' 8th Grade Center. You can watch the City Manager's presentation here.

The Council discussed two collective bargaining agreements related to Public Safety. The City Council approved the Fiscal Year 2025-2027 collective bargaining agreement with the Fraternal Order of Police (FOP) Lodge No. 170. Further details are available here. The Council also acknowledged the Fiscal Year 2025-2027 updated collective bargaining agreement with the International Association of Firefighters, Local No. 2551, approved on Aug. 4, 2025.

The Council previewed Ordinance No. 3907, Streets and Sidewalks, Section 21-12. This ordinance defines terms and prohibits discharging concrete or other construction materials onto the right-of-way or into the stormwater system.

At the Municipal Authority meeting, Trustees received reports on the volume of water treated for customer use, wastewater collected, treated, and discharged, and trash and recycling collected in January.
