DMR Launches Electronic Application System for Aquaculture Leases

AUGUSTA, Maine - The Department of Marine Resources has launched an electronic aquaculture application system which will significantly streamline the process for lease applicants who until now have had to submit applications on paper forms.

"This advancement will modernize and enhance the lease application process for Maine's aquaculture industry," said DMR Director of Aquaculture Division Amanda Ellis, Ph.D.

"DMR also recognizes that this is a significant change from the paper applications people have grown accustomed to and we have been working with stakeholders to ensure that the launch of the new system is as smooth as possible," said Ellis.

The development of the electronic application system was made possible through a $550,000 grant from the Builders Initiative Foundation with strategic support from the Maine Community Foundation and the Governor's Office of Policy Innovation and the Future.

The new electronic system for experimental and standard lease applicants was launched on Tuesday, August 18th.

Electronic applications for all other lease application types including transfers, renewals, amendments, and expansions will be launched in the coming months. "DMR is taking a phased approach as we recognize this is a significant change," said Ellis.

"We have notified industry of this new system and will send an additional notice once all other lease application types are available electronically," said Ellis.

While applications for Limited Purpose Aquaculture (LPA) licenses are not currently available electronically, DMR will pursue adding LPAs in the future.

The new lease application system is available through DMR's online licensing portal, LEEDS (Licensing Enforcement and Environmental Data System). Once applicants create a LEEDS account, they can login and follow their application in LEEDS throughout the review process. Applicants will receive electronic reminders through the system to complete any outstanding steps, which helps ensure applications are processed in a timely manner. "Using LEEDS will streamline the review process, improve communication, and ensure timely responses," said Ellis.

Applicants will also see comments submitted during public comment periods, providing quick access to important feedback.

Payment of application fees is also simplified, providing applicants with an opportunity to pay via electronic check or credit card at the time an application is submitted.

The system is fully responsive on all devices and applications can be submitted anywhere there is internet or cell service.

DMR will be scheduling information sessions about the new system in September, October and November with additional sessions added as necessary.

Information about the aquaculture application system will also be shared directly with industry and via DMR's website.

The new electronic application system is available at https://www.maine.gov/dmrleeds.
