ORDER ON REMAND, BRIEFS, AND INITIAL DECISIONS
The order addresses a remand of a Commission opinion on a complaint challenging the base return on equity (ROE) of transmission owners in New England (NETOs), as well as three other complaints challenging NETOs' base ROE. The order grants the first complaint, denies the three other complaints, and requires NETOs to establish a 9.57% base ROE.
E-5 | Filing Process and Data Collection for the Electric Quarterly Report, Docket No. RM23-9-000
FINAL RULE
The rule adopts eXtensible Business Reporting Language-Comma-Separated Values as the standard for filing the Electric Quarterly Report (EQR). In addition, the rule amends the Commission's regulations to require Regional Transmission Organizations and Independent System Operators to produce reports containing market participant transaction data. The rule also modifies and clarifies EQR reporting requirements.

ORDER DENYING COMPLAINT
The order denies RWE Clean Energy, LLC's (RWE) complaint alleging that PJM Interconnection, L.L.C. violated its Open Access Transmission Tariff when it allocated costs for certain Network Upgrades to RWE's new service requests for its Maryland Blue Crab Solar and Storage, LLC project in the Phase III System Impact Study.

ORDER ACCEPTING UPDATED MARKET POWERANALYSIS
The order accepts a triennial updated market power analysis for the Northeast region from a group of sellers affiliated with Macquarie Group Limited.
E-8 | Hill Top Energy Center, LLC and Hill Top Energy LLC, Docket No. EC25-148-000
ORDER AUTHORIZING DISPOSITION OF JURISIDCTIONAL FACILITIES AND ACQUISITION OF SECURITIES
The order authorizes, under Federal Power Act section 203, a proposed transaction whereby Hill Top Energy LLC will acquire from HTEC Equity Holdings, LLC, all of the non-passive membership interests in HTEC Project Holdings, LLC, the direct owner of Hill Top Energy Center, LLC.

ORDER AUTHORIZING DISPOSITION OF JURISDICTIONAL FACILITIES AND ACQUISTION OF SECURITIES
The order authorizes, under Federal Power Act section 203, proposed transactions whereby BlackRock, Inc. affiliates will indirectly acquire the outstanding ownership interests in the owners of certain solar-powered generation facilities.

ORDER ACCEPTING TARIFFREVISIONS
The order accepts Southwest Power Pool, Inc.'s proposed revisions to its tariff to implement a System Support Resource program to ensure the reliability of the transmission system when a generating resource seeks to retire.

ORDER ON REMAND
The order finds, after undertaking the Mobile-Sierra analysis required by the D.C. Circuit's holding in Shell Energy N.A. (US), L.P. v. FERC, 107 F.4th 981 (D.C. Cir. 2024), that there is no basis for Mercuria Energy America, LLC (Mercuria) to pay refunds for spot market energy sales that exceeded the WECC soft price cap of $1,000/MWh. The order finds that Mercuria is entitled to recoupment of the refunds already paid and directs the refund recipients to rescind the refund payments to Mercuria.

The order finds, after undertaking the Mobile-Sierra analysis required by the D.C. Circuit's holding in Shell Energy N.A. (US), L.P. v. FERC, 107 F.4th 981 (D.C. Cir. 2024), that there is no basis for Tucson Electric Power Company (Tucson) to pay refunds for spot market energy sales that exceeded the WECC soft price cap of $1,000/MWh. The order finds that Tucson is entitled to recoupment of the refunds already paid and directs the refund recipients to rescind the refund payments to Tucson.

ORDER ON COMPLAINT
The order grants Southern Indiana Gas and Electric Company's complaint proposing revisions to the Midcontinent Independent System Operator, Inc. tariff to add a provision to allocate the costs of keeping Unit 2 of the F.B. Culley generating plant in operation, in response to the Department of Energy's order issued under Federal Power Act section 202(c).

The order grants Northern Indiana Public Service Company LLC's complaint proposing revisions to the Midcontinent Independent System Operator, Inc. tariff to add a provision to allocate the costs of keeping Units 17 and 18 of the Schahfer generating plant in operation, in response to the Department of Energy's order issued under Federal Power Act section 202(c).

Cir. 2024), that there is no basis for bp Energy Company (BP Energy) and Mesquite Power, LLC (Mesquite) to pay refunds for spot market energy sales that exceeded the WECC soft price cap of $1,000/MWh. The order finds that BP Energy and Mesquite Power are entitled to recoupment of the refunds already paid and directs the refund recipients to rescind the refund payments to BP Energy and Mesquite Power.

ORDER ON REMAND
The order addresses the United States Court of Appeals for the Ninth Circuit's remand, without vacatur, of Order No. 872. Consistent with the remand, Commission staff prepared an environmental assessment to evaluate the environmental effects of Order No. 872. The order finds that the regulatory changes in Order No. 872 do not constitute a major federal action significantly affecting the quality of the human environment and makes no modification to Order No. 872.

ORDER ON COMPLIANCE
The order accepts Midcontinent Independent System Operator, Inc.'s (MISO) second Order Nos. 2023 and 2023-A compliance filing in part, and directs MISO to submit a further compliance filing.

ORDER ADDRESSING ARGUMENTS RAISED ON REHEARING
The order sustains the Commission's October 16, 2025, order granting in part and denying in part a complaint alleging that Columbia Gas Transmission, LLC misinterpreted and misapplied terms in its tariff regarding force majeure and reservation charge crediting.
H-2 | Central Nebraska Public Power and Irrigation District, Project No. 1417-277
ORDER AMENDING THE PROJECT BOUNDARY
The order approves Central Nebraska Public Power and Irrigation District's request to amend the project boundary for the Kingsley Dam Project located on the North Platte and Platte Rivers in Garden, Keith, Lincoln, Dawson, and Gosper Counties in south-central Nebraska, by adding approximately 3,400 acres of land and removing approximately 900 acres.

ORDER ADDRESSING ARGUMENTS RAISED ON REHEARING
The order sustains the Commission's August 29, 2025, order on remand following supplemental environmental review, which reaffirmed the Commission's prior authorizations for the construction and operation of the Rio Grande LNG Terminal and Rio Bravo Pipeline.
C-2 | Golden Triangle Storage, LLC, Docket No. CP25-167-000
ORDER ISSUING CERTIFICATE
The order issues a certificate to Golden Triangle Storage, LLC to construct and operate the Spindletop Expansion Project at its existing natural gas storage facility in Jefferson County, Texas. The project will add 30.75 billion cubic feet (Bcf) of working gas capacity, add 24.2 Bcf of base gas capacity, and increase the aggregate injection and withdrawal capability by 1,000 million cubic feet per day.
C-3 | Rockies Express Pipeline LLC, Docket Nos. CP25-94-000 and CP25-94-001
ORDER ISSUING CERTIFICATE
The order issues a certificate to Rockies Express Pipeline LLC to construct and operate the Decatur Lateral Project in Macon County, Illinois. The project is designed to provide up to 194,400 dekatherms per day of firm transportation service to two new delivery points.

ORDER ISSUING CERTIFICATES
The order approves Palo Duro Transmission L.P.'s request to operate and maintain its existing pipeline as a jurisdictional interstate pipeline and to acquire by lease capacity sufficient to provide 80,000 dekatherms per day (Dth/d) of firm transportation service on Palo Duro Pipelines (Texas Gathering), L.P.'s non-jurisdictional gathering system in Texas and Oklahoma and provide service thereon under Palo Duro Transmission's proposed FERC Gas Tariff.
C-5 | Rockies Express Pipeline LLC & Mountain Overthrust Pipeline, LLC, Docket Nos. CP26-39-000 and CP26-40-000
ORDER APPROVING ABANDONMENT AND ISSUING CERTIFICATE
The order approves Rockies Express Pipeline LLC's request to abandon 625,000 dekatherms per day of leased capacity on Mountain Overthrust Pipeline, LLC's system in Wyoming and approves Mountain Overthrust's request for a certificate authorizing it to reacquire the leased capacity.

ORDER ISSUING CERTIFICATE
The order issues a certificate authorizing Northwest Pipeline LLC to construct a new compressor station in Daggett County, Utah, the Wild Trail Project. The project is designed to provide up to 57,955 dekatherms per day of firm transportation service on Northwest's system .
