WASHINGTON, DC - Today, Congresswoman Jen Kiggans (VA-02) introduced the Certainty for Our Energy Future Act, a bill to strengthen America's energy independence and national security. Specifically, this legislation would responsibly reform clean energy tax credits by phasing out subsidies for advanced renewable technologies, while bolstering national security by imposing restrictions on foreign adversaries like China, Russia, and Iran. This bill would maintain investment certainty during the transition, promote innovation in emerging energy sectors, and support American manufacturers.

This bill was introduced alongside Representatives Andrew Garbarino (NY-02), David Valadao (CA-22), Mark Amodei (NV-02), and Dan Newhouse (WA-04).

Foreign Entity of Concern Prohibitions

• This bill seeks to safeguard U.S. energy manufacturing from malign foreign influence by restricting access to clean energy tax benefits for entities that are owned or controlled by governments of concern, including China, Russia, Iran, and North Korea.

• As these nations pose strategic and security threats to the United States, it is imperative that taxpayer-funded incentives not flow to entities under their control. By establishing clear definitions and a strong enforcement framework, this legislation reinforces the integrity of federal clean energy programs and strengthens America's energy independence and national security.
