Grassley, Lankford, Colleagues Move to Safeguard Students' Freedom of Faith and Association on College Campuses

WASHINGTON - Sen. Chuck Grassley (R-Iowa) joined Sens. James Lankford (R-Okla.), Tim Scott (R-S.C) and their colleagues to introduce the Equal Campus Access Act of 2025 to ensure religious student organizations will not face discrimination on college campuses.

"Religious liberty is a protected constitutional right enshrined by our Founding Fathers in the First Amendment. It applies from sea to shining sea, and that includes our college campuses. Our legislation stands up for this inalienable right by ensuring public colleges supported by taxpayers extend the same rights to religious student groups as they do to any other student organization. With religious intolerance on the rise, it's critical we promote and protect this right," Grassley said.

"Freedom of religion, speech, and association are constitutionally protected rights in every place in America, including America's campuses," said Lankford. "This bill makes clear that public colleges must grant religious student organizations the same rights as every other student group. At a time when our nation needs hope and unity, the ability to exercise your faith must be protected, not cast aside."

The legislation is also cosponsored by Sens. Background:

Grassley cosponsored the legislation in 2023 following the Biden administration's proposal to roll back protections for religious student organizations. Grassley, Lankford and Scott sent a public comment letter urging the Department of Education to maintain the Trump-era Religious Liberty and Free Inquiry Rule. The Equal Campus Access Act would permanently codify these protections into law.
