Penn State announces waivers to support students at closing campuses

UNIVERSITY PARK, Pa. - Penn State is implementing new measures in support of students at the Commonwealth Campuses scheduled to close after the spring 2027 semester, including waiving both the tuition surcharge for course loads above 19 credits and the student-initiated fee.

"These waivers reflect our commitment to supporting students at the closing campuses and helping them stay on track toward earning their Penn State degrees," said Renata Engel, vice president for Commonwealth Campuses and executive chancellor. "We will continue working on our students' behalf to provide the guidance and resources they need through this time of transition."

Tuition surcharge waiver

Beginning in spring 2026, students at closing campuses will be able to schedule up to 24 credits per semester without incurring the tuition surcharge normally applied when exceeding 19 credits.& This change is intended to give students additional flexibility as they plan their academic schedules over the upcoming semesters.

To take advantage of this opportunity, students are encouraged to consult with their academic advisers early. All students may schedule up to 19 credits before the start of the semester and beginning Jan. 12 - the first day of spring classes - students with a cumulative GPA of 2.0 or higher may register for additional credits up to the 24-credit maximum, subject to seat availability.

Student-initiated fee waiver

For the upcoming 2026-27 academic year, the Commonwealth Fee Board and University leadership have approved a waiver of student-initiated fees for those at closing campuses, resulting in a per-semester savings of $315 per student. Students will continue to have full access to the activities, services, recreational opportunities and facilities previously supported by the fee.

Additional student-support initiatives

• Students at closing campuses also have been invited to complete a Starfish survey that gathers important information about their academic plans and support needs, helping the University tailor outreach and assistance. The survey is open through Dec. 20, and students are strongly encouraged to participate as a step toward the creation of individualized degree completion and campus transition plans.

• Updated student guides outlining academic options - including taking classes at other campuses, requesting early campus changes, returning to Penn State after time away, and changing campuses when a major isn't offered there - are now available on Penn State's Road Map website.
