Congressman Moylan Issues Clarification On Medicaid Changes in H.R. 1

(Washington, D.C.) The U.S. House of Representatives has passed H.R. 1, the "One Big Beautiful Bill Act," and I want to make it clear: this legislation does not cut Medicaid or Medicare benefits for the residents of Guam. After a thorough review, the legislation maintains Guam's existing funding levels, protects eligibility for services, and confirms that migrants under the Compacts of Free Association (COFA) will continue receiving comprehensive health coverage.

What This Bill Means for Guam:

  • No Cuts to Medicaid or Medicare: The bill does not take away or reduce health benefits for people living in Guam. Guam continues to be treated as a Medicaid jurisdiction with a statutorily set Federal Medical Assistance Percentage (FMAP) and capped funding.
  • Funding Stays the Same: Guam will keep getting the same percentage of federal help for Medicaid as before (83%), which is above the minimum set by law (55%).
  • No New Spending Limits: The amount of money Guam receives for Medicaid won't be lowered or capped any differently than before. Annual capped allotments for territories remain as structured under current law.
  • No Additional Requirements for Eligibility Checks: Guam will not have to check Medicaid eligibility every six months, like some states will.
  • No Community Engagement Rules for Guam: Residents of Guam will not have to meet community involvement requirements to keep their Medicaid benefits, which remains the status quo.

COFA Migrants Protected:

  • COFA migrants will still be able to receive Medicaid benefits. The bill ensures they are counted as "qualified" and will not lose their health coverage.

The bill now moves to the U.S. Senate, where further debate and possible changes are expected. My office will continue to ensure that we work with our counterparts in the Senate to ensure that Medicaid for Guam residents is not negatively impacted.
