Take the Health Insurance Survey

The Department of Employee Trust Funds wants to know about your preferences for paying for health insurance. Please complete the Group Health Insurance Program (GHIP) Plan Design Survey for Members by Monday, December 1, 2025.

When you click on the survey link, you will go to SurveyMonkey. The survey is intended for GHIP participants and non-participants as well as non-Medicare retirees.

The short survey collects demographics information and preferences for premium rates and other cost sharing (e.g., copays, deductibles, coinsurance, out-of-pocket limits) for health and prescription benefits. Responses are confidential, and only combined and anonymous results will be reported.

Background

ETF and the Group Insurance Board (Board) periodically review GHIP plan design structures to maintain affordability and long-term sustainability. The plan design includes what's covered, how much you pay for care, and how costs are shared between you and the plan.

Feedback from members and employers is highly valued by the Board when making decisions about program changes.

ETF will analyze survey results and aggregate claims utilization data to make recommendations to the Board about possible plan design changes in the 2027 plan year and beyond.
