City Council appoints Councilmember Penaloza as Mayor Pro Tem

The Santa Ana City Council selected Ward 6 Councilmember David Penaloza to serve as Mayor Pro Tem on Tuesday, January 20, 2026.

Mayor Pro Tem Penaloza, a proud native of Santa Ana, attended Washington Elementary, MacArthur Fundamental and Saddleback High School before earning a Bachelor of Arts degree in English from CSULA. He was elected to the City Council in 2018 and was re-elected in 2022. He currently serves as boardpresident of the Orange County Division of the League of California Cities and Chairman of the Toll Roads. He resides in the Memorial Park neighborhood with his wife Kim, their two kids Penny and Lucas, and dog Ein.

Mayor Pro Tem is a one-year appointment and serves in the Mayor's place if the Mayor is absent. Mayor Pro Tem Penaloza replaces Councilmember Benjamin Vazquez, who served in the position for the past year.
