New Flood Insurance Program Aims to Close Coverage Gap for Homeowners

Nearly 96% of U.S. households lack flood insurance1, despite flood being one of the most frequent and costly natural disasters in the country. A new flood insurance program is working to change that.

Titan Flood, an AI-enabled flood insurance platform is now offering private residential flood coverage in partnership with Nationwide E&S/Specialty. Available through agents and direct-to-consumer channels, policies are underwritten by Nationwide E&S/Specialty as a non-admitted product, with Titan Flood operating as a Managing General Agent (MGA).

"Over the past five years, the average flood claim has exceeded $90,000," said Stephanie Lee, Chief Executive Officer at Titan Flood. "We're making it easier for people to protect themselves from that kind of financial shock."

The program addresses a critical gap in the market. Standard homeowners and renters policies typically exclude flood damage, leaving the National Flood Insurance Program (NFIP) as the default option for many. However, the NFIP offers low coverage limits and limited options along with a 30-day waiting period. Titan Flood provides an alternative that has greater coverage limits for buildings and personal contents as well as a faster quoting experience.

Powered by predictive modeling and algorithmic underwriting, the Titan Flood platform allows homeowners to assess their flood risk, customize coverage, and purchase policies online in seconds. The platform is designed to be intuitive for consumers while also supporting independent agents with efficient quoting tools.

"This program is about empowering homeowners with the right coverages for their needs and faster access," said Brooke Shirazi, Nationwide's Vice President of E&S/Specialty Property Programs. "We wanted to take a controlled approach to entering the private flood market and found that Titan Flood's digital efficiency and prioritized underwriting discipline is making that possible."

The program is available in 152 states including Florida, Texas, California, and New Jersey, with plans to expand further in 2026. Titan Flood's platform helps build more resilient communities by expanding access to flood insurance and modernizing how coverage is delivered.
