Kansas Health Institute Analyst Shelby C. Rowell, M.P.A., delivered neutral testimony on Feb. 9, 2026, to the House Committee on Legislative Modernization on H.B. 2592, which would create a Kansas task force on artificial intelligence and emerging technologies.
Rowell shared national context and policy analysis on how other states structure AI advisory bodies.
Tatiana Y. Lin, M.A., KHI Director of Business Strategy and Innovation and lead for KHI's artificial intelligence policy analysis and technical assistance, and Emma Uridge, M.P.H., KHI Analyst, were present during the hearing and engaged with policymakers.
