City, partners complete another season of street construction

Published on November 04, 2026

The City of Sioux Falls and the South Dakota Department of Transportation (SDDOT) completed another season of street construction in 2026, reconstructing key intersections, improving accessibility and resurfacing neighborhood streets. The projects help maintain the city's transportation network while improving road conditions, traffic flow and safety for motorists, pedestrians and bicyclists.

The city's street construction program includes preservation, rehabilitation, expansion and reconstruction projects involving streets, highways, bridges and sidewalks. Many projects also include underground utility upgrades, traffic signal and timing improvements, and accessibility enhancements to meet Americans with Disabilities Act (ADA) requirements.

"Street construction is about more than improving the road surface," said Brad Ludens, principal engineer for the city. "Each season gives us an opportunity to address aging infrastructure, improve accessibility and make targeted investments that support the long-term reliability of our transportation network. By coordinating street and utility improvements, we can use public resources efficiently while meeting the community's current and future needs."

The city's 2026 Capital Improvement Program budget allocated $65.1 million for highways and streets. The city prioritizes projects based on several factors, including underground utility conditions, resident feedback and pavement conditions identified through a citywide survey that takes place every four years.

The most recent pavement survey was completed in 2023 and helps the city identify needed improvements and plan cost-effective maintenance and reconstruction projects. The next survey is anticipated in fall 2027.

City of Sioux Falls-Neighborhood Preservation Projects

The city uses two primary programs to maintain neighborhood streets: mill and asphalt overlay and slurry seal. Both programs provide preventive maintenance that extends the life of existing streets and help preserve pavement conditions across the city.

The mill and asphalt overlay program removes deteriorated pavement and replaces it with new asphalt to improve ride quality. The work also may include utility and concrete repairs. This process is less extensive than full street reconstruction. In 2026, the city completed mill and asphalt overlay work on 260 blocks.

Slurry seal helps preserve streets that remain in good condition by addressing minor pavement defects. The process applies a layer less than half an inch thick over the existing asphalt surface. The mixture contains asphalt emulsion, sand and other additives. Crews apply the mixture using specialized equipment and streets typically reopen to traffic within a few hours. In 2026, the city applied slurry seal to 890 blocks.

Additional details about each program are available at siouxfalls.gov/construction.

City of Sioux Falls and SDDOT Projects

In addition to city-led street construction, the South Dakota Department of Transportation (SDDOT) continued work on several major highway and interchange projects in the Sioux Falls area during 2026. These projects focus on improving roadway safety, increasing capacity and accommodating continued growth throughout the region.

"Each of these projects represents an important investment in the safety, reliability and long-term performance of our transportation system," said Harry Johnston, Sioux Falls area engineer for the SDDOT. "From improving major interchanges and expanding roadway capacity to adding median cable guardrail, these improvements will help motorists travel more safely and efficiently throughout the Sioux Falls area."

I-229 and Cliff Avenue Interchange

Bridge construction is complete, and crews have connected the new bridge to the existing roadway. Crews are finishing the remaining concrete work, including installing traffic barriers and drainage systems to carry rainwater away from the road, curbs and sidewalks.

In early November, crews will pave the crossover areas on Interstate 229 near Minnesota Avenue. This work will help prepare for the Minnesota Avenue project planned for 2028.

All ramps, I-229 and Cliff Avenue, are expected to open to traffic by the Nov. 20 deadline.

Additional work will continue in 2027 and include installing an overhead sign structure, adding road markings, planting grass and landscaping, and completing final cleanup.

I-29 and 85th Street Interchange

Crews are completing the bridge for the I-29 southbound ramp over the I-229 southbound ramp. Pavement has also been placed on the 85th Street northbound off-ramp.

Crews plan to install the large support beams for the new 85th Street bridge over I-29 in mid-December. Construction of the bridge structure is expected to be completed in spring 2027.

Work scheduled for 2027 includes adding a lane on I-29 from 85th Street north to the I-229 Louise Avenue exit, paving 85th Street and completing all remaining interchange ramps.

49th Street Bridge

All project work is complete, and the bridge has reopened to traffic.

Improvements include a new concrete bridge deck, a permanent concrete barrier on the south side of the bridge to accommodate the shared-use path and new railings along both sides of the structure.

I-29 Median Cable Guardrail

Crews installed 17 miles of high-tension cable guardrail this year along I-29, from mile markers 68 to 85.

Additional improvements included adjustments to crossover locations and new sections of W-beam guardrail, the metal guardrail with a distinctive W-shaped profile, to protect the bases of overhead sign structures.

The median cable guardrail provides an additional safety measure designed to help prevent vehicles from crossing the median into oncoming traffic.

This is the first of three projects planned over three years to install more than 50 miles of high-tension median cable guardrail along I-29, I-90 and I-229.

South Veterans Parkway: Cliff to Sycamore Avenues

Crews are completing the final details of the second phase of South Veterans Parkway.

The six-lane section is expected to open to traffic by the Nov. 6 completion date.

South Veterans Parkway: Sycamore Avenue to 57th Street

The SDDOT Transportation Commission awarded the third phase of South Veterans Parkway on Oct. 29, following the Oct. 23 bid opening.

John Riley Construction will serve as the prime contractor, continuing its work on the South Veterans Parkway project.

The project has a substantial completion date of November 2028.
