Electronic Monitoring (EM) Reimbursement Program: 2026 Update

Appropriations received to support West Coast Electronic Monitoring (EM) Video Review will continue to be dispersed through a reimbursement program run through Pacific States Marine Fisheries Commission. The full rate used for 2026 will remain at $100 per haul fished.

For EM service providers:

In 2026, a 65% partial reimbursement will be provided initially to providers and then full reimbursement will occur later in the year, if funds allow. Any additional video review requested by vessels or needed beyond the base rate levels (100% haul review for Pacific whiting, minimum 10% haul review for nontrawl and bottom trawl) may not be eligible for reimbursement.

For EM vessel participants:

EM service providers may bill their customers directly for video review services if available funds do not allow for full reimbursement. Vessels may also be billed for any additional video review requested by vessels or needed beyond the base rate levels. EM vessel participants should reach out to their EM service provider for information regarding billing structure.
