Notice of Intent to Terminate: Underground Injection Control General Permits 5C5-1, 5C5-2, and 5C5-3

Notice of Intent to Terminate Underground Injection Control General Permits 5C5-1, 5C5-2, and 5C5-3 Coalbed Methane Injection Facilities

Various entities operated Class V nonhazardous waste injection well facilities, permitted by the Wyoming Department of Environmental Quality (WDEQ) Underground Injection Control (UIC) Program under UIC General Permits 5C5-1, 5C5-2, and 5C5-3 located in Campbell, Johnson, and Sheridan Counties, Wyoming. These facilities injected produced water, primarily from commercial production of coalbed methane and were authorized for injection under a General Permit issued by WDEQ. This notice informs the public of the WDEQ's intent to terminate UIC General Permits 5C5-1, 5C5-2, and 5C5-3 as no facilities are operating under these General Permits and any future requests to inject would require operators of these facilities to apply for a UIC Individual Permit.

The public comment period begins 03/19/2026 and ends 04/20/2026 Electronic copies of the proposed permit and relevant application materials are available for review.

During the 30-day public comment period, any interested person may submit written comments on this notice to terminate UIC General Permits 5C5-1, 5C5-2, and 5C5-3 and may request a public hearing be held. Electronic comments may only be submitted through and accepted by the WDEQ comment portal provided at http://wq.wyomingdeq.commentinput.com/.

Requests for public hearings on permit applications or modifications must be made in writing to the administrator and shall state the reasons for the request. Requests for public hearings on permit issuance, denial, revocation, termination, or any other department action appealable to the Council, shall be made in writing to the Chairman of the Environmental Quality Council (Chairman, Wyoming Environmental Quality Council, 2300 Capitol Ave., Hathaway Bldg. 1st, Room 136, Cheyenne, WY 82002) and the WDEQ Director (Director, Wyoming Department of Environmental Quality, 200 West 17th Street, 4th Floor, Cheyenne, WY 82002) and state the grounds for the request. The Council shall hold hearings pursuant to the WDEQ Rules of Practice and Procedure.

All written comments and requests received prior to 5:00 P.M, 04/20/2026 in the Cheyenne office will be considered. Electronic comments may be submitted to the link identified above. Comments submitted by email will not be considered.
