Los Angeles council to hold final vote Friday on major rent control changes

The Los Angeles City Council on Friday, Dec. 12, is scheduled to take a final vote on major changes to the city's rent control law. The ordinance is available here. This is the final step before the changes become law and follows a rushed process in which the official ordinance language was released with roughly 24 hours for stakeholders to review.

If approved, the ordinance would overhaul the city's annual rent adjustment formula, tying allowable rent increases to 90% of the Consumer Price Index with a 4% cap and 1% floor and eliminating the utility pass-through for owners who pay for gas or electricity. These changes would apply to rent increases for the 2025-26 period that have not yet been noticed and would introduce mid-cycle adjustments that housing providers say create additional unpredictability.

The final vote is scheduled for 10 a.m. Friday in the John Ferraro Council Chamber at City Hall.
