SACRAMENTO - Today, Assembly Speaker Robert Rivas and Senate President Pro Tempore Monique Limón are announcing legislation that works toward early budget action that will further bolster reproductive health care providers against Trump and Republican attacks.

The legislation, Assembly Bill 106 and Senate Bill 106, would pass $90 million in one-time general fund appropriations for grants to reproductive health care providers like Planned Parenthood, who are impacted by provisions in Trump's spending plan that attacks abortion providers. This would be an increase from the $60 million proposed by Governor Gavin Newsom in his January 9 budget plan, and is an addition to the more than $140 million already appropriated by the Legislature to support reproductive health centers, access to care and treatment for millions of Californians.

Speaker of the Assembly Robert Rivas

"From day one, Trump and his Republican enablers have waged an all-out assault on women - attacking abortion access, family-planning and reproductive health. Outrage alone won't stop it. When Trump strips funding, California will continue to act. I'm grateful to stand with Pro Tem Limón, whose leadership has been central to this fight, and introduce legislation that moves us toward fast-tracking tens of millions of dollars to protect women's health and ensure moms get the best care anywhere in the country."

Senate President Pro Tempore Monique Limón

"The California Legislature will work tirelessly to ensure Californians have the proper health care they need. This includes championing access to care for contraception, childcare, cancer prevention, and family planning. These services are essential for all Californians. I am thankful for Speaker Rivas' partnership to keep Planned Parenthood open in California."

Legislative Women's Caucus Chair and Assembly Majority Leader Cecilia Aguiar-Curry

"This comes down to doing right by our communities. When Washington turns its back on women and families, California steps up. I'm proud to stand with Speaker Rivas and Senate President Pro Tem Limón to make sure Planned Parenthood keeps its doors open and people can get the care they need. We're not going to sit back and do nothing - because this is about keeping our promise to the families and communities across California who count on Planned Parenthood. We'll keep standing up for them as long as these attacks keep coming from the federal administration."

Trump and the Republican's disastrous spending plan, H.R. 1, prohibits federal Medicaid funding for Planned Parenthood nationwide for one year, ending July 3 - which means health centers currently are not being paid for the bulk of services they provide to patients, including family-planning, testing and treatment of sexually transmitted infections, cancer screenings and more.

More than 80% of the nearly 1.3 million patient visits that California's Planned Parenthood health centers provide annually are reimbursed by Medi-Cal, making H.R.1's defund provision catastrophic.

Last year, Speaker Rivas and colleagues condemnedTrump and Republicans' gutting of funding for women's health care, which slashed hundreds of millions of dollars in funding for California alone.

State grant funding helps Planned Parenthood health centers find ways to stay open, maintain comprehensive sexual and reproductive health services and continue serving patients.
