Risch Introduces Bill to Cut Federal Regulations, Unleash American Energy

July 28, 2025

WASHINGTON - U.S. Senator Jim Risch (R-Idaho) introduced the Zero-Based Regulatory Budgeting to Unleash American Energy Act to codify President Trump's executive order and cut bureaucratic red tape obstructing American energy dominance.

"Idahoans are tired of the federal government delaying critical energy projects," said Risch. "My Zero-Based Regulatory Budgeting to Unleash American Energy Act supports President Trump's agenda to boost American energy production by eliminating unnecessary and costly regulations."

The Zero-Based Regulatory Budgeting to Unleash American Energy Act would:

  • Require the Department of Energy, the Department of Interior, and the Federal Energy Regulatory Commission to sunset existing energy regulations;
  • Permit agencies to extend regulations for up to five years only after a thorough review and public comment period; and
  • Require future energy regulations to include a five-year sunset.

Senator Risch has led numerous efforts to reduce excessive, costly, and outdated federal regulations that stifle innovation and limit responsible use of Idaho's abundant natural resources.

Earlier this year, Senator Risch introduced the Zero-Based Budget Act to reduce the national debt and curb unjustified federal spending as well as the Zero-Based Regulations Act to cut red tape and protect taxpayer dollars.
