The EU Cosmetics Regulation imposes strict requirements for product registration, safety assessment and production quality assurance. While these requirements are essential to ensure consumer safety and market transparency, they constitute a significant obstacle for small home producers who wish to manufacture handmade, fully natural and organic cosmetic products.
These obligations limit the ability of artisanal producers to develop and offer their products to consumers, create unfavourable conditions and lead to losses for local culture, sustainable use of natural resources and economic diversity. By contrast, regulatory frameworks in countries such as Canada, the United States and Australia allow for more differentiated approaches. The EU legal framework requires full product registration with extensive documentation and testing, strict compliance with good manufacturing practice, and the use of costly expert services. These requirements act as barriers for small-scale artisanal production, even though the risk profile of such products is fundamentally different from that of complex chemical cosmetics.
