City Council Highlights 10.20.2026

The Broken Arrow City Council, Municipal Authority, and Economic Development Authority met on Tuesday, Oct. 20, to consider more than 49 agenda items.

Here are the meeting highlights.

The Council was notified of a necessary short-term road closure on Houston Street between 79th St. (Midway/257th E. Ave.) and South Winwood Lane. The closure will last approximately four weeks. Less extensive repairs will also be made east of South Winwood Lane to 273rd E. Ave. (also known as Oak Grove Road). Traffic will remain open there, but crews will need periodic lane closures to complete the work safely.

The Council awarded Cherokee Pride Construction, Inc., a $191,712 construction contract for the Indian Springs Storm Sewer Improvements Project.

The Oklahoma Floodplain Managers Association awarded the city the Stormwater Innovation Award. The award recognizes the city's 2026 GO Bond Program-Proposition 6, which voters approved, allocating $5 million for drainage improvement projects across multiple creek basins and watersheds to improve stormwater flow, increase drainage capacity, and reduce citywide flood risk.

The Council also approved two Professional Consultant agreements.

First, Garver, LLC will conduct the Airport Feasibility Study for $150,000. The study will assess the viability, practicality, and feasibility of locating an airport within the City of Broken Arrow. It will consider historical aviation data, FAA requirements, market demand, a preliminary development plan, and a rough cost estimate for a proposed airport.

Second, the Council approved a Professional Consultant Services Agreement with Hudson Prince Engineering and Inspection, PLLC, for $29,745. The firm will design a roadway widening project for the entry road to Elam Park and an expansion of the park's parking lot.

City Manager Michael Spurgeon also updated the Council on the Data Center Regulatory Study and on the development of Permanent Zoning Standards for data centers. In June, the Council established a six-month moratorium on data centers through Dec. 31, 2026, or until permanent regulations are adopted.

The Council adopted Resolution 1779, authorizing the proposed closure of South Ash Avenue over the Union Pacific Railroad right-of-way between West El Paso Street and West Fort Worth Street to expand the Rose District Plaza. Although the Council approved the resolution, the street will remain open until a city ordinance is adopted that formally closes this section at a later date.

At the Municipal Authority Meeting, the Trustees authorized a Professional Services Agreement with TruePani, Inc. for additional assistance with Lead and Copper Rule Improvements sampling at schools and child care facilities. The agreement will support sampling and public education activities associated with the Lead and Copper Rule improvements. The agreement will provide specialized technical and administrative support to help Utilities staff implement the program, maintain compliance documentation, and protect children's health.

The Trustees also authorized a professional consultant agreement with HDR Engineering, Inc. for $73,890 for the Verdigris River Water Treatment Plant High Service Pump Station HVAC Improvements Project. The project includes designing two additional HVAC units to provide redundancy when the current unit is taken out for maintenance or emergency repairs. The additional cooling capacity will help protect critical equipment and support uninterrupted delivery of treated water to residents.

The City Council, Municipal Authority, and Economic Development Authority discussed several additional agenda items. The next regular meeting of the governing bodies will be held on Tuesday, Nov. 3, at 6:30 p.m.
